§ 15.04.010. Hours of construction.

Any construction within the City located within one-fourth mile from an occupied residence shall be permitted Monday through Saturday, 6:30 a.m. to 7:00 p.m. There shall be no construction permitted on Sunday or City-observed holidays unless approval is obtained from the City Building Official or City Engineer.

§ 15.04.020. Rubbish and debris.

Every person who constructs, alters, adds to, rehabilitates, places or repairs any building structure or building service equipment is subject to the following provision relating to rubbish and debris:

A. Collection and Disposal. During the process of constructing a building or structure, the construction site and the general area around the site shall be kept clear of rubbish and debris that result from the construction activities. Rubbish and debris shall not be allowed to accumulate on or be blown from the site and shall be placed in appropriate containers or removed from the construction site to an authorized disposal area. All containers shall be emptied periodically at an authorized disposal area so they will remain usable for the collection of rubbish and debris. When the building or structure is completed, a final cleanup of the site shall be conducted by the permittee.

B. Inspections. A permit holder shall not be entitled to, and no building inspector shall make an inspection of any phase of completed construction work, including the final inspection, if the construction site or general area thereof contains an accumulation of construction rubbish and debris. If a building inspector is unable to conduct a requested inspection because of an accumulation of rubbish and debris, a re-inspection fee may be assessed and required to be paid prior to a request for re-inspection is made. Failure to maintain a construction site clear of waste and other trash or debris, and in such a manner that is determined to constitute a health and safety hazard or constitutes a public nuisance, shall result in the issuance of a stop work order.

C. "Rubbish and debris," for the purpose of this section, includes, but is not limited to, stub ends of cut lumber, broken lumber and other scrap wood, scrap cement and plaster, scrap metal, paper cartons, wrappings, and similar materials that result from the process of constructing a building or structure.

§ 15.04.030. On-site construction signage.

A. Intent. It is the intent of this section to establish regulations for posting on-site construction information signs during construction activity for new residential, commercial and industrial development projects.

B. Applicability. The posting of on-site construction information signs during construction activity for new residential, commercial and industrial development projects shall be limited to projects located in residential, commercial and industrial zoned lands.

C. Construction Sign Standards.

  1. One non-illuminated sign shall be required per development site, except that if the site has two or more street frontages, one additional sign shall be required per street frontage.

  2. The sign(s) shall be placed along the street frontage nearest to the construction entrance(s) to the project site and include information identifying the name of the developer and contractor, onsite contact information and phone number, allowed days and hours of construction activity (i.e., Monday - Saturday, 6:30 a.m. to 7:00 p.m. with no construction activity on Sundays or legal holidays). The information shall also include a statement that complaints regarding the operation can be lodged with the City of Wildomar Code Enforcement Division (951) 677-7751, and any other information deemed appropriate by the City.

  3. The size of the sign board shall be four feet wide by six feet high (24 square feet) made of wood, or similar durable material and mounted with two vertical four-inch by four-inch posts, made of wood or similar durable material. The total height of the sign board shall not exceed eight feet from the ground and include the city logo in the upper left corner of the sign board.

  4. The sign(s) shall be reviewed by the Building Official prior to construction of said sign. Sign(s) shall be posted on the property a minimum of two weeks prior to any grading activities and be removed from the property within 30 days after the last certificate of occupancy is issued by the City.
