§ 3.16.010. When—Amount.¶
Unless otherwise provided for or expressly prohibited elsewhere in this code, any moneys paid to the city by a person may be refunded to him in an amount that will equal:
A. The amount paid, if it is determined that no law or ordinance required the making of such payment;
B. The amount paid in excess of the payment required by any law or ordinance;
C. The amount paid if the application is withdrawn by such person prior to the city taking any action thereon, or having incurred any expense in connection therewith;
D. The amount paid for the participation in an event prior to the occurrence thereof, and which event, as to such person, did not occur, and the city did not incur any expense by reason thereof;
E. The amount paid to reimburse the city for its expense in making an investigation in connection with an application filed by such person if such application is withdrawn prior to there having been made any substantial investigation.

§ 3.16.020. Payment—Conditions.¶
All refunds are to be made to the person who paid the money provided that said person files a written application for refund with the city and the refund is approved by the department head to which the money was paid, and by the city manager.

§ 3.16.030. Payment—Deceased person.¶
If the person entitled to the refund is an individual and such person entitled to receive the money.

§ 3.16.040. Payment—Application—Time limit.¶
All applications for refunds, pursuant to this chapter, must be filed within six months from the date moneys are paid to the city.
