§ 3.54.010. Paramedic fees.

A. There shall be two types of user fees as follows:

  1. The voluntary subscription fee shall be offered to residents and businesses on a voluntary basis for the purpose of assuring subscribers they will not incur the higher direct fee-for-service charge, should they require paramedic service.

Payment of the voluntary subscription fee by businesses shall entitle employees of the businesses (while on the job) to paramedic services without additional charge. The fee for services as described herein below shall not be charged for paramedic services rendered to guests, customers, patients, patrons, visitors or others using the facilities of such businesses.

  1. The direct fee-for-services shall be a charge designed to recover costs associated with the delivery of paramedic services to persons and businesses that do not participate in, or are otherwise covered by, the voluntary subscription fee system by virtue of their residence in Westminster. Such fees shall be based on the cost of providing service for:

a. Emergencies requiring basic life support, BLS, services by paramedics and/or engine companies of the Westminster fire department; and

b. Emergencies requiring advanced life support, ALS, services and paramedic accompaniment to a medical facility.

§ 3.54.020. Civil liability.

Any person or business requesting or benefiting from the services for which a direct fee-for-service was charged, shall be jointly and severally civilly liable and indebted to the city of Westminster for such fee-for-service.

§ 3.54.030. Adoption of resolution for implementation.

The city council shall adopt such resolution as may be necessary to implement the program, to revise its operation and to set or revise its fee and charge provisions. In addition, the city council shall authorize the city manager to promulgate such internal administrative guidelines as may be necessary to operate the program.
