§ 12.20.010. Permit—Required when.¶
No security gate, barrier, or similar device or structure shall be erected or installed across any public or private street, roadway or alleyway designed or intended to provide access to any residentially zoned development consisting of two or more individual dwelling units, or to any commercially or industrially zoned development, without having first obtained a permit from the chief of police, as provided for in Section 12.20.020.

§ 12.20.020. Permit—Application—Contents.¶
Application for the permit referred to in Section 12.20.010 shall be accompanied by a map of the development or area to which the security installation pertains, showing the distance of the proposed installation from all public streets. The application shall also be accompanied by a statement indicating how the applicant proposes to provide for access to the area or development by police and fire vehicles.

§ 12.20.030. Permit—Appeal.¶
The decision of the chief of police on the permit may be appealed to the city council in the same manner as an appeal from a decision on an application for a conditional use permit.
