Sec. 22-77. - Definitions.

As used in this article, the following terms shall have the meanings indicated:

Bicycle. A "bicycle" shall be that defined by Vehicle Code, section 231.

Bike lane (Class II). A "bike lane" is a lane on the paved area of a road for preferential use by bicycles. It is usually located along the edge of the paved area or between the parking lane and the first motor vehicle lane. It is identified by "Bike Lane" or "Bike Route" guide signing, special lane lines and other pavement markings. Bicycles have exclusive use of a bike lane for longitudinal travel, but must share the facility with motor vehicles and pedestrians crossing it. A class IIa bike lane is a minimum of five (5) feet in width and requires the prohibition of parking. A class IIb bike lane is a minimum of thirteen (13) feet in width and permits parking within the bike lane.

Bike path (Class I). A "bike path" is a special pathway facility for the exclusive use of bicycles, which is separated from motor vehicle facilities by space or a physical barrier. A bike path may be on a portion of a street or highway right-of-way or on a special right-of-way not related to a motor vehicle facility; it may be grade separated or have street crossings at designated locations. It is identified with guide signing and also may have pavement markings.

Business district. A "business district" shall be that defined by Vehicle Code, section 235 and 240.

Place of public assembly. "Place of public assembly" includes all buildings or areas where persons congregate from time to time, including but not limited to, the West Covina Civic Center, any community or senior citizens' center, and any school, church, temple, or assembly hall.

Shared route (Class III). A "shared route" is a street identified as a bicycle facility by "Bike Route" guide signing only. There are no special lane markings, and bicycle traffic shares the roadway with motor vehicles.

Sidewalk. A "sidewalk" shall be that defined by Vehicle Code, section 555.

Sec. 22-78. - Duty of bicycle operator; operation on roadway.

Any person riding a bicycle upon a highway is subject to the provisions of this chapter applicable to the driver of a vehicle except those provisions which by their very nature can have no application.

Sec. 22-79. - Motor vehicles prohibited on bike lanes.

Motor vehicles, pedestrians, and animals are prohibited from using class I or class II bike lanes where such bike lanes have been duly established by the city council and the proper signs and pavement markings have been installed. Pedestrians may use class II bike lanes on highways where there is no sidewalk within the right-of-way.

Sec. 22-80. - Skateboard, roller skates, coaster, and scooter restrictions.

(a) No person may ride upon, propel, or park a skateboard, roller skates, coaster, or scooter on any street or road within the city or on any sidewalk in any business district.

(b) Where the prohibition has been posted pursuant to section 22-82, no person shall, at any time, ride upon, propel, or park a skateboard, roller skates, coaster, or scooter upon any sidewalk in front of any place of public assembly.

(c) Where the prohibition has been posted pursuant to section 22-82, no person may ride upon, propel, or park a skateboard, roller skates, coaster, or scooter in or on a parking lot or structure designed or used for the parking of motorized vehicles.

(d) No person shall ride upon, propel, park, or leave any skateboard, roller skates, coaster, or scooter upon any street or road.

(e) Where the prohibition has been posted pursuant to section 22-82, no person shall ride upon, propel, or park a skateboard, roller skates, coaster, or scooter upon any private sidewalk in a commercial or business complex, including a shopping center.

Sec. 22-81. - Parking restrictions.

Any skateboard, roller skates, coaster, or scooter illegally parked may be impounded by the police department and returned to the owner under such reasonable conditions as may be established by the chief of police.

Sec. 22-82. - Posting requirements.

The prohibition of riding upon, propelling, or parking skateboards, roller skates, coasters, and scooters has been properly posted if the prohibition is displayed, in plain view at all entrances to the property, on a sign not less than seventeen (17) by twenty-one (21) inches in size, with lettering not less than one (1) inch in height.

Sec. 22-83. - Exemptions from regulations.

(a) Devices designed, intended, and used solely for the transportation of infants, invalids, or incapacitated persons, or devices designed, intended, and used for the transportation of merchandise to or from the place of purchase, and other wheeled devices, when being used for either of these purposes, shall be exempt from the regulations imposed by this article.

(b) The person in charge of a place of public assembly may permit the use of skateboards, roller skates, coasters, or scooters during hours when the place of public assembly is not open or in use, and the waiver has been posted pursuant to section 22-82.

(c) The provisions of this article shall not apply where the riding upon, propelling, or parking of skateboards, roller skates, coasters, or scooters is otherwise expressly permitted by state, federal, or local law.
