Sec. 19-81. - Required.¶
No person shall make any excavation or perform any other work in or under the surface of any street, alley, sidewalk, easement or other public place in the city without first obtaining from the city engineer a written permit to make such excavation or perform such work.

Sec. 19-82. - Compliance with terms required.¶
No person shall violate or permit or cause to be violated any of the terms or conditions imposed in any permit issued under this division.

Sec. 19-83. - Payment of fees prerequisite to issuance.¶
Prior to issuance of a permit required by this division, the applicant shall pay to the city the appropriate fees as indicated in the schedule of fees as set from time to time by resolution of the city council.

Sec. 19-84. - Requirements generally.¶
The city engineer, before issuing a permit required by this division, shall require:
(a) A written application therefor, to be made to and filed with the city engineer, wherein the applicant shall set forth the name and residence or business address of the person making such application, and shall state in detail the area of each excavation intended to be made, and the purpose for which the excavation is to be made and used.
(b) The presentation of a plat, in triplicate, showing the proposed location of each proposed excavation and the dimensions thereof, and such other details as the city engineer may require to be shown upon such plat; provided that, the filing of plats shall not be required when excavations are made for service connections, for the location of trouble in conduits or pipes, or for making emergency repairs thereto.
(c) That the applicant must show legal authority for the applicant's right to occupy, use, excavate in or work upon the street, alley, easement, sidewalk or other public place for the purpose set forth in the application.

Sec. 19-85. - Application form.¶
The city engineer shall provide application forms for the permits provided for by this division, indicating thereon the information to be furnished by the applicant. The city engineer may require in addition to the information furnished by the printed form, any additional information from the applicant which will enable the city engineer to determine that the proposed work or use complies with the provisions of this article.

Sec. 19-86. - Granted subject to rights of city.¶
Every permit required by this division for any excavation in or under the surface of any street shall be granted subject to the right of the city, or of any other person entitled thereto, to use that part of such street for any purpose for which such street may be lawfully used.

Sec. 19-87. - To be kept on job.¶
No person shall fail to keep the original permit issued under this division or a copy thereof signed by the city engineer at all times while such work is in progress at the location for which such permit was granted for making or filling any excavation, or for maintaining building material or debris, or fail upon demand therefor to exhibit such permit to any member or inspector of the engineering department or any police officer.

Sec. 19-88. - Not transferable.¶
Permits issued under this division are not transferable from one (1) person to another and the excavation shall not be made any place other than the location specifically designated therein.

Sec. 19-89. - Overall time limit.¶
All work authorized by an original permit issued under this division shall be completed to the satisfaction of the city engineer within one hundred twenty (120) days from the date of the original permit unless otherwise authorized by the city engineer.

Sec. 19-90. - State highway permits.¶
The person obtaining a permit under the provisions of this division from the city engineer for the purpose of making an excavation in a state highway shall, before commencing work thereon, obtain a permit from the state department of public works (division of highways).

Sec. 19-91. - Flood control permits.¶
The person obtaining a permit under the provisions of this article from the city engineer for the purpose of making an excavation in a county flood control right-of-way shall, before commencing work thereon, obtain a permit from the Los Angeles County Flood Control District.

Sec. 19-92. - Inspection fees.¶
The making of any excavation in any public street, alley or other public place, pursuant to the provisions of this article, shall at all times be done under the inspection of the city engineer. Before any permit is granted pursuant to this division, the applicant therefor shall pay to the city the appropriate inspection fees as indicated in the schedule of fees as set from time to time by resolution of the city council.
