2.04.010 Offices created.¶
The following offices of the city are created:
A. Assistant/deputy city manager;
B. Public works director;
C. Fire chief;
D. Police chief;
E. Administrative services director;
F. Chief financial officer/treasurer;

2.04.020 Appointment of officers.¶
The officers provided for in Section 2.04.010 shall be appointed by the city manager subject to the approval of the council. The duties of any of these offices may be combined. (Prior code § 1001)
2.04.030 Assistant/deputy city manager.¶
One or more such officers may be appointed assistant/deputy city manager by the city manager, subject to the approval of the council. (Ord. 9605 § 6 (part), 1996: prior code § 1002)
2.04.040 Appointment by city manager.¶
Nothing in this chapter shall be construed to require the appointment of any officer provided for herein; all such appointments shall be made at the discretion of the city manager. (Prior code § 1003)
2.04.050 Duties of officers.¶
The duties of the officers appointed under the provisions of this chapter shall be as prescribed by council resolution and/or as assigned by the city manager. (Prior code § 1004)
2.04.060 Titles of officers.¶
The titles of the officers appointed under the provisions of this chapter shall be as prescribed by council resolution and/or as assigned by the city manager. (Ord. 9605 § 7 (part), 1996: prior code § 1005)
2.04.070 Change in office title.¶
Each title of office appointed under the provisions of this chapter shall include any succeeding position title whose function is primarily the same. (Ord. 9605 § 7 (part), 1996: prior code § 1006)
2.04.080 Compensation for council members.¶
A. The compensation amount in effect at the commencement of a council member's term shall be the maximum compensation amount received by that council member for the duration of that term (except as provided below), and no increase in monthly compensation shall be applied during a council member's term.
B. Effective November 2007, the monthly compensation for council members shall be determined at the commencement of each new term, according to the following formula: $800 multiplied by a fraction equal to the CPI (as defined below) for the month preceding the commencement of the council member's term divided by the CPI for December 1, 2007. The CPI shall be the Consumer Price Index for Western Region - All Items, All Urban Consumers (1982-84 = 100), as maintained by U.S. Department of Labor, Bureau of Labor Statistics.
C. Following the November, 2009, council elections, the effective compensation rate for council members elected or reelected in that election was calculated as provided in subsection B. above, but as a temporary cost saving measure, compensation for all Council Members was be reduced by four percent (4%). Such temporary reduction shall continue to be in effect until July 1, 2011, at which time the compensation rate shall revert to the rate as calculated pursuant to subsection A. and B.
