Sec. 7-9.1. - Villa Park a Bird Sanctuary.

The City of Villa Park is hereby designated a bird sanctuary and signs bearing the legend "VILLA PARK IS A BIRD SANCTUARY" shall be placed at appropriate locations at or near the City limits at principal entrances to the City.

Sec. 7-9.2. - Disturbing Birds.

No person shall disturb any species of wild birds within the City by doing any of the following:

a. Shooting, throwing objects, spraying or squirting harmful substances at the birds;

b. Damaging the nests containing eggs, or harming hatchlings of the birds;

c. Feeding wild birds in such quantity and frequency as to result in any of the following:

  1. A health menace caused by excessive droppings;

  2. The diversion of natural migratory patterns;

  3. The creation of unusual or excessive noise or unsanitary conditions beyond the confines of the person's own property.

Sec. 7-9.3. - Nuisance Birds.

If the City Council or the City Manager determines that starlings, crows or other wild birds have become so numerous in any particular location or area as to be a public nuisance or a menace to public health or property, said fact may be declared and the birds involved may be destroyed or otherwise controlled.
