Villa Park Municipal Code Art. 5-6 Restricting the Use of Skateboards and Bicycles in the Commercial Center

The City Council finds that a substantial number of minors and young adults have been riding skateboards on the sidewalks and driveways, parking areas and other areas dedicated to the public in the Villa Park Shopping Center during recent months, and in so doing have created serious hazards to pedestrian traffic, vehicular traffic and in particular to the riders of said skateboards. That numerous incidents have occurred wherein skateboard riders have crashed into pedestrians, into sides of vehicles and on some occasions, skateboards have broken windows of some of the commercial operations within the center. In addition, numerous incidents have occurred wherein children and young adults have been riding bicycles on the sidewalks within the commercial center similarly causing problems to pedestrians and further that the bicycle operators frequently park their bicycles on the sidewalks thus causing an obstruction to pedestrian traffic in the commercial center. The City Council finds that the above conduct has created a serious problem for the proprietors of various businesses in the commercial center, for the patrons who utilize the commercial center and for the riders and operators of the skateboards and bicycles.

It shall be unlawful for any person to ride a bicycle on any sidewalk located in the Villa Park Shopping Center. It shall also be unlawful for any person to ride or park a skateboard on any sidewalk, driveway, parking lot, or other area dedicated to the public in the Villa Park Shopping Center.
