4.500.010 Establishment of funds.¶
Pursuant to Section 1212 of Article XII of the Charter of the city of San Buenaventura, the following funds are established:

B. Fund Limitations, Purposes.
- Petty Cash Account. A petty cash account is hereby established in the amount of $950.00. These funds are to be set aside for the purpose of making change or paying small obligations for which the issuance of a formal voucher and check could be too expensive and time-consuming. The city manager shall account to the city council for all money paid by the city manager out of this account as requested by the city council. (Code 1971, § 1711)
4.500.020 Transfer of appropriations.¶
A. Pursuant to Section 1211 of the Charter of the city of San Buenaventura, the city manager or department directors may transfer unused balances in any amount within the same fund and department, office or agency, unless the city council has expressly appropriated the balance for a specific object, character or group in which case the city manager may transfer unused balances that are less than or equal to $50,000 within the same fund and department, office or agency. Only the city council may transfer unused balances between funds.
B. The city manager shall report to the city council quarterly on any transfer of unused balances of $50,000 or more.
C. As provided in Section 1211 of the City Charter, all appropriations shall lapse at the end of the fiscal year to the extent that they shall not have been expended or lawfully encumbered. At any public meeting after the adoption of the budget, the city council may amend or supplement the budget by motion adopted by the affirmative vote of a majority of the total members of the city council.
