§ 2.28.010. Library, establishing.¶
There is established in and for the city, a public library which public library shall be maintained by a board of library trustees, consisting of five members, to be appointed by the mayor of the city.

§ 2.28.020. Board of trustees—Powers.¶
The board of trustees of the public library of the city shall have all powers and perform all the duties provided in and by the act of the legislature of the state of California, entitled, the Library of California Act, pursuant to Education Code Section 18870, et seq.
