§ 3-01-1000. ALTERATION OF SPEED LIMITS: DECREASE.¶
It is hereby determined upon the basis of engineering and traffic surveys that the speed permitted by State law, outside of business and residence districts, as applicable upon the highways designated in this Chapter, is greater than is reasonable and safe under the conditions found to exist upon such highways; and it is hereby declared that the prima facie speed limit shall be as specified in this Chapter on those highways or portions of highways designated, when signs have been erected giving notice thereof.

§ 3-01-1005. ALTERATION OF SPEED LIMITS: INCREASE: RESIDENCE AND BUSINESS DISTRICTS.¶
It is hereby determined upon the basis of engineering and traffic surveys that the speed permitted by State law inside of business and residence districts as applicable upon the highways designated in this Chapter is less than is reasonable and safe under the conditions found to exist upon such highways; and it is hereby declared that the prima facie speed limit shall be as specified in this Chapter on those highways or portions of highways designated, when signs have been erected giving notice thereof.
