77.2.1 COMPOSITION OF COMMITTEE.

There is hereby created an Underground Utilities Committee for the City consisting of five (5) voting members and, in addition thereto, such non-voting members as set forth in Section 77.2.2.

77.2.2 MEMBERSHIP OF COMMITTEE.

a) The voting members of the Committee shall be the City Manager or his nominee, the City Engineer or his nominee, the Planning Director or his nominee, the Building and Safety Director or his nominee, and the City Traffic Engineer or his nominee. The nominee of each of said voting members shall be a member of the nominator’s department.

b) Any public utility furnishing either electric light and power or telephone service within the City may appoint a representative to the Committee. Such representative shall be a member of the Committee but shall not have a vote. In addition, the City Manager may appoint as non-voting members, representatives from the State Division of Highways and the Los Angeles County Road Department.

77.2.3 CHAIRMAN.

The City Manager or his nominee shall be Chairman of the Committee.

77.2.4 MEETINGS.

The Committee shall hold regular meetings at least once every month. It shall hold such additional meetings as are necessary for the conduct of its business.

77.2.5 POWERS AND DUTIES OF THE COMMITTEE.

a) The Committee shall make recommendations to the City Council on the establishment of underground utility districts.

b) The Committee may make recommendations to the City Council concerning the conversion of any overhead utility lines to underground lines and the placement of new lines underground, and concerning any other matter affecting the undergrounding of utilities.

77.2.6 RULES AND REGULATIONS.

The Committee shall establish such rules and regulations as it deems necessary for its government and for the faithful performance of its duties.
