§ 2.28.010. Office created.¶
There is hereby created and established the office of the director of finance.

§ 2.28.020. Appointment.¶
The director of finance shall be appointed by and serve at the pleasure of the city manager.

§ 2.28.030. Powers and duties.¶
The director of finance shall be the head of the finance department of the city, and shall:
A. Have charge of the administration of the financial affairs of the city under the direction of the city manager; and
B. Compile the budget expense and income estimates for the city manager; and
C. Maintain a general accounting system for the city government and each of its officers, departments and agencies; and
D. Supervise and be responsible for the disbursement of all moneys and audit of all expenditures to ensure that budget appropriations are not exceeded; audit all purchase orders before issuance to ensure that sufficient funds are appropriated and available; audit and approve before payment bills, invoices, payrolls, demands or charges, against the city government; and, with the advice of the city attorney, when necessary, determine the regularity, legality and correctness of such claims, demands or charges, and prepare and submit to the city council periodically a register of audited demands with his or her affidavit attached thereto as provided in the Government Code; and
E. Submit to the city council periodic statements of all receipts and disbursements in sufficient detail to show the exact financial condition of the city; and, at the end of each fiscal year, submit a complete financial statement and report; and
F. Supervise the keeping of current inventories of all property of the city by all city departments, offices and agencies; and
G. Perform all the financial and accounting duties heretofore imposed upon the city clerk, and the city clerk shall be relieved of such duties, including all such duties imposed upon the city clerk by Sections 40802 through 40805 of the Government Code of the state of California, and including all such duties imposed upon the city clerk by Section 37208 of the Government Code with respect to the prepayment of demands.

§ 2.28.040. Bond requirement.¶
The finance director shall furnish a corporate surety bond in the amount of one hundred thousand dollars, or such higher amount as may be approved by resolution of the city council, from a surety approved by the city attorney, for the faithful performance of the duties imposed upon the finance director. Pursuant to the provisions of Government Code Section 1463, the city may procure and maintain a government crime insurance policy or employee dishonesty insurance policy, including faithful performance, in an amount set by resolution of the city council, as an alternate to the surety bond. Any premium for such bond or insurance policy shall be a proper charge against the city.
