15.08.010 - Moving buildings prohibited without permit.¶
No building or structure located outside the city shall be moved into the city, or onto any parcel of land in the city, without the owner of the parcel upon which the building is to be located, or moreover, with confirmation of the owner, first obtaining a permit from the city council to move such buildings and structures into the city.

15.08.020 - Permit—Application and fee.¶
A. Any person or firm desiring a permit under Section 15.08.010 shall make written application in triplicate to the city clerk, and such application shall contain:
The names and addresses of the owners and movers of the buildings and structures to be moved, and the names of the owners of the parcels upon which the structure is to be located;
The location of the buildings and structures to be moved;
A route map clearly showing the transportation route to be used when relocating the building, any overhead wires or structures along the route, the date of the move, time of the move and the speed of transport vehicle. The move plan shall be reviewed and approved by the community development department for city.

B. At the time of making application for a permit required under Section 15.08.010, the applicant shall pay a fee, to be determined by the building superintendent, which fee shall cover the cost of inspection by the building superintendent at the existing site of the building or structure to be moved into the city.

15.08.030 - Review of application.¶
A. At the next succeeding regular meeting of the council, subsequent to the completion of the building inspection by the building superintendent, the city clerk shall submit to the city council the application and the written report of the building superintendent. The report of the building superintendent shall contain a statement declaring that he has completed all necessary inspection of the building or structure proposed to be moved, and that the building or structure does or does not meet all requirements of existing building, electrical and plumbing codes of the city.
B. The building superintendent shall also advise the council whether or not in his opinion the building which, after being moved to the city limits and installed, will still meet the requirements of said codes of the city.

15.08.040 - Permit—Issuance conditions.¶
Upon presentation by the clerk of the application and the written report of the building superintendent, the council shall consider such application and report and authorize the issuance of a permit to move such buildings and structures into the city, provided that:
A. All building, electrical and plumbing code requirements are met by the buildings and structures as set forth in the application;
B. The applicant shall post a bond with and in favor of the city, in a sum to be determined by the council, for:
Damage to city streets and property caused by the movement,
Costs and expenses incurred by the city in moving, changing, altering, repairing, constructing or modifying the buildings or structures to meet the requirements of all existing building, plumbing and electrical codes of the city and all building and zoning ordinances of the city;
C. The applicant shall pay the fee required by the city for the final building inspection. At such time as the restoration of the building or structure has been completed on the new site, the building inspector shall cause a final inspection to be made to verify compliance with all building, electrical, plumbing, heating and zoning requirements of the city, except as specifically exempted, and issue a new certificate of occupancy for the building or structure.

15.08.050 - Time limit for completion.¶
The movement, relocation, and all necessary repairs and alterations for any building or structure moved into the city under this chapter shall be completed within a period of not more than six months from the date of approval of the permit by the council, but the council may, at the request of the applicant, grant such extension of time as it deems proper.

15.08.060 - City to complete work when—Costs.¶
Where the movement, relocation and all necessary repairs and alterations for any building or structure moved into the city under this chapter has not been completed within a period of six months after approval of the application for a permit by the council, and the final approval of the building superintendent has not been obtained, the city council may declare the bond posted by the applicant forfeited. The proceeds from the bond forfeiture shall be used by the city for the completion or modification of the building or structure to meet requirements of all codes and ordinances of the city; or, if it is impossible for such building or structure to be made to comply to such codes and ordinances within the limits of the bond, to abate and destroy such building or structure.

15.08.070 - Violation—Penalty—Additional remedies.¶
A. Any person, firm, corporation or partnership who wilfully violates any of the provisions or fails to comply with any of the mandatory requirements of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be punishable by a fine not to exceed five hundred dollars, or by imprisonment in the city jail or the county jail for a term not to exceed six months, or by both such fine and imprisonment.
B. In addition thereto, the city, or any person, firm or corporation interested in the transaction, may file a suit in the superior court to restrain or enjoin any attempted movement of a building or structure in violation of this chapter.
