5.04.070 - Created.¶
There is created the board of permit appeals, which shall hear appeals from the decision of the police department made under this chapter.

5.04.080 - Membership.¶
The board of permit appeals shall be composed of five members, who shall be the city council.

5.04.090 - Rules and bylaws.¶
The board of permit appeals may adopt bylaws and rules, as it deems necessary for the selection of its officers, the time and place of its meetings, and such other matters relative to its work and administration of its duties, which are not otherwise provided for by statute, ordinance or resolution.

5.04.100 - Secretary.¶
The city clerk shall serve as secretary to the board, without the power to vote, and shall keep an accurate and permanent record of all appeals considered by the board.

5.04.110 - Advisors and assistants.¶
The board may request attendance at its meetings of any officer or employee of the city to assist the board. The board may make investigations and employ persons, as it may deem necessary to perform its duties and functions.

5.04.120 - Decision authority.¶
The board may approve, conditionally approve, modify or deny an appeal, and shall make written findings which shall specify facts relied upon in rendering such decision. The decisions shall be made within thirty days after the public hearing. Failure of the board to render a decision shall be deemed a recommendation for denial of the appeal.
