10.28.010 - Dumping in or obstructing waterways prohibited.

Any person who throws or deposits or causes to be thrown or deposited in the creeks, watercourses, waterways, ravines or ditches, within the city limits any earth, rock, cans, debris, rubbish, or who places or causes to be placed or maintained any obstructions therein that will interfere with the flow of water therein, or dams, or changes the course of the water in said creeks, watercourses, waterways, ravines or ditches, or constructs or maintains any dams or obstructions in any of said creeks, watercourses, waterways, ravines or ditches, or who throws or deposits, or causes to be thrown or deposited in any public highway within the city, any earth, rock, cans, debris, or any obstruction whatsoever, is guilty of a misdemeanor; provided, however, that the terms of this section shall not be construed as applying to any improvement commenced or carried on by the authority of the city council.
