230-010 - MINORS AND INTOXICATED PERSONS¶
It shall be unlawful for any pawnbroker to receive or purchase any property, article or thing from any person who shall appear to be intoxicated, or from any minor, and it shall be unlawful for any such pawnbroker to employ or otherwise procure any minor to collect, receive or in any manner obtain possession of any such articles, material or property.
This prohibition shall not apply where the minor presents the written consent of his parent or guardian, duly signed and authorizing the particular transaction had with such pawnbroker. Such written consent shall be retained by such pawnbroker as long as the goods procured through said transaction remain in his possession, and shall be exhibited upon demand to any police officer or other peace officer.

230-020 - PURCHASE TO BE RETAINED 20 DAYS¶
It shall be unlawful for any pawnbroker to receive or purchase any property, article or thing, from any person without first securing his signature in his own handwriting. Such property, purchased from any person shall be retained in the custody of said owner, pawnbroker, for a period of 20 days after such purchase.

230-030 - TO KEEP RECORD OF PURCHASES¶
Every person, firm or corporation engaged in carrying on the business of pawnbroker shall keep at his place of business a record book in which, at the time of the purchase thereof, shall be entered in the English language by such person or persons carrying on such business, a description sufficient for identification of all property so purchased, the price paid therefore by such person carrying on such business, and the signature of the person selling the same. Every pawnbroker shall furnish a full and complete description of the person or persons selling the same; said description to be written in the English language on a form furnished by the County of Sutter.

230-040 - RECORD BOOK TO BE OPEN TO INSPECTION¶
The record book referred to in Section 3 [230-030] hereof shall be open at all times for inspection by any sheriff, police officer or other peace officer, and shall not in any manner be concealed from them, and the said goods, wares and merchandise referred to in said Section 3 [230-030] shall, upon demand, be shown and exhibited to any such sheriff, police officer or other peace officer.

230-050 - PAWNBROKERS, WHO ARE¶
Every person, firm or corporation in the County of Sutter, advertising by use of the "three ball" pawnbrokers' sign, or by advertising "unredeemed pledges," or any other expression or term designating a pawnbroker's business, or that advances of money are made on articles of personal property of any kind, or that purchase of such articles is made on condition that the same will be resold to the seller, shall be deemed to be pawnbrokers and shall be subject to the conditions and restrictions provided in this ordinance.

230-055 - FICTITIOUS NAME OR ADDRESS¶
It shall be unlawful for any person or persons to sign a fictitious name or give a fictitious address in connection with the pawning or selling of secondhand articles.

230-060 - PENALTY¶
Any person, firm, corporation, partnership or other legal entity which willfully violates any of the provisions or fails to comply with any of the mandatory requirements of this Chapter is guilty of a misdemeanor or infraction, except that nothing herein shall be deemed to bar any legal, equitable, or summary remedy to which the County of Sutter may have.
