1200-010 - REGULATIONS ADOPTED BY BOARD OF SUPERVISORS¶
The Board of Supervisors of the County of Sutter shall, from time to time, by resolution enact and prescribe rules and regulations for the operation and maintenance of all airports operated by the County of Sutter, the operation and maintenance of aircraft and equipment in and about said airports, and the conduct of persons thereon.

1200-020 - VIOLATIONS¶
Failure to abide by these rules shall be just cause for the managers of said airports to bar from said airports and facilities thereof any persons who fail to abide by said rules.
1200-030 - REGULATIONS ON FILE¶
Copies of said rules and regulations shall be on file in the office of the Manager of each airport and with the County Clerk.

1200-031 - CERTAIN AIRCRAFT PROHIBITED¶
Because of the hazard posed to pilots, aircraft, and other users of the county airports by small, underpowered aircraft which are not capable of executing effective evasive maneuvers and because of the additional hazard posed by operation of aircraft by unlicensed personnel and because of the additional safety hazards presented by the operation of non-airworthy aircraft from county airports, and pursuant to the authority set forth in the Public Utilities Code, particularly § 21403(c) setting forth each pilot's right of safe access to public airports, it shall be unlawful for any aircraft to take off from any airport owned or operated by the County of Sutter unless all of the following conditions are satisfied:
(a) The aircraft is registered with the Federal Aviation Administration and displays its registration number;
(b) The aircraft is the subject of and displays an appropriate and current airworthiness certificate issued by the Federal Aviation Administration;
(c) The operator of the aircraft has a current and valid pilot's certificate and medical certificate as required by current Federal statutes and regulations;
(d) The weight of the aircraft fully fueled but without passengers or freight is greater than 200 pounds;
(e) The aircraft is equipped with an engine whose rated horsepower is greater than 55;
(f) The aircraft has a maximum air speed capability for sustained level flight in excess of 45 miles per hour.
"Aircraft" as used in this section means a device used or intended to be used for flight in the air which is engine driven, fixed wing, heavier than air, and is supported in flight by the dynamic reaction of the air against its wings.

1200-040 - AUTHORIZATION¶
In order to protect planes and the occupants thereof using the airport apron, taxi strips and runways, the airport Manager shall be authorized to designate persons who may lawfully use those areas or be assigned to duty thereon. Unless so authorized or assigned to duty thereon, it shall be unlawful for any person, firm or corporation to be upon said areas, drive, operate, park or leave vehicles or any kind on said areas, or lead, ride or allow animals of any kind to be upon said areas.
The word "vehicle" as used herein shall include bicycles, motorized equipment, motor vehicles and wheel vehicles of any nature, whether self-propelled, moved or drawn by mechanical power, or otherwise.

1200-050 - PARKING¶
The airport Manager shall designate areas in which vehicles may be parked, and it shall be unlawful to park vehicles in any area other than designated parking areas.

1200-052 - LEASE, SUBLEASE OR LICENSE OF AIRPORT PROPERTY¶
Pursuant to the provisions of California Government Code Section 25536 and Section 26-050 of this Code, the Development Services Department Director or his/her designee is authorized to enter into leases, subleases and/or licenses for county-owned property devoted primarily for airport purposes without competitive bidding and without compliance with the alternative procedures set forth in Chapter 26 of this Code. The rate to be charged for any such lease, sublease or license shall be set by resolution of the Sutter County Board of Supervisors.

1200-054 - APPLICABILITY OF THE CALIFORNIA SELF-STORAGE FACILITY ACT¶
Any lease, sublease or license of a hanger, privately-owned portable hanger, or tie down space, entered into in accordance with the provisions of Section 1200-052 of this Chapter shall be subject to the provisions of the California Self-Service Storage Facility Act, California Business and Professions Code Section 21700 et seq.

1200-056 - ENFORCEMENT OF LEASE, SUBLEASE OR LICENSE OBLIGATIONS¶
The Development Services Department Director or his/her designee is authorized to enforce all obligations arising out of agreements entered into in accordance with the provisions of Section 1200-052 of this Chapter on behalf of the County of Sutter and shall be authorized to utilize all remedies available by law including, but not limited to, those remedies set forth in the California Self-Service Storage Facility Act, California Business and Professions Code Section 21700, et seq.

1200-060 - TWENTY-FIVE MILES PER HOUR SPEED LIMIT¶
The Board of Supervisors of the County of Sutter, State of California, upon the basis of an engineering traffic survey, expressly finds that a speed limit of 25 miles per hour is more than reasonable or safe upon any of the roads lying within the borders of Sutter County Airports, and the Board of Supervisors of the County of Sutter does hereby establish the prima facie speed limit of 25 miles per hour on all roads, 15 miles per hour on all ramp areas and 5 miles per hour when within 50 feet of any person, aircraft, vehicle, building or other structure, unless otherwise posted within the confines of Sutter County Airports.
The Board of Supervisors hereby declare that this section is adopted pursuant to the authority granted by the Vehicle Code of the State of California and statutes of the State of California.

1200-070 - INTOXICATED PERSONS PROHIBITED¶
It shall be unlawful for any person who is under the influence of intoxicating liquor, or under the combined influence of intoxicating liquor and any drug, to be upon property of Sutter County Airports.
1200-080 - COMMON CARRIERS¶
The airport Manager shall designate areas where common carriers and vehicles for hire may load or unload passengers at the airport, and it shall be unlawful for any person, firm or corporation to load or unload passengers in any area not so designated by the airport Manager.
1200-090 - VIOLATIONS—PENALTIES¶
Any person, firm, or corporation who violates any provisions of this Chapter shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be fined not exceeding two hundred fifty ($250.00), or by imprisonment for not more than 100 days, or by both said fine and said imprisonment.
1200-100 - SEVERABILITY¶
If any section, subsection, paragraph, sentence, clause or phrase of this Chapter which is reasonably separable from the remaining portion of this Chapter is, for any reason, to be held invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this Chapter.
