§ 8.24.010. Refuse dumping prohibited.¶
No person shall place, deposit or dump any garbage, cans, bottles, papers, paper fragments, ashes, refuse, dead animal carcasses, offal, trash or rubbish of any kind upon or in any portion of a public or private highway or street or road, alley or drive, or in or upon any private property without the prior consent of the owner thereof, or in or upon any public park, place or property other than within receptacles provided for such purposes.

§ 8.24.020. Advertising matter on vehicles.¶
No person shall place any dodger, circular or other printed matter in or upon any motor vehicle parked or moving upon a public street, parking lot or private property without the prior consent of the owner of such vehicle.

§ 8.24.030. Reward.¶
The city administrator is authorized to offer and to pay a reward up to fifty dollars in any one case for the giving of reliable information leading to the arrest and conviction of any person violating the provisions of Section 374b of the Penal Code or Sections 8.24.010 and 8.24.020 of this Code.

§ 8.24.040. Waste receptacles required.¶
Persons owning, operating, managing or conducting business upon such premises as defined by Section 10.28.010 of this Code shall provide, locate and maintain waste receptacles upon said premises for use by their patrons in sufficient quantity to assure that no trash or litter originating from the site is deposited on neighboring properties or on the public right-of-way.
