§ 7-4-1. Rider responsibility—Applicability of traffic regulations.

Every person riding a bicycle upon the highways and city streets has all the rights and is subject to all the duties applicable to the driver of a vehicle as defined in this code and the Vehicle Code, except those provisions which by their very nature can have no application.

§ 7-4-2. Removal or alteration of identification marks prohibited.

A. No person shall wilfully remove, destroy, mutilate or alter the identification or serial number(s) of any bicycle frame.

B. No person shall purchase, sell, possess, conceal or dispose of any bicycle or bicycle frame from which the frame number, serial number, license decal or any other unique distinguishing mark has been removed, defaced, covered, altered or otherwise disposed of.

C. Nothing in this chapter shall prohibit the police chief or duly authorized agent from stamping unique numbers on the frames on bicycles on which no manufacturer's serial number can be found or on which the manufacturer's serial number is illegible or insufficient for identification purposes. The control and issuance of new identification numbers is the sole prerogative of the police department.

§ 7-4-3. Accident requirements.

The operator of any bicycle involved in an accident shall take reasonable steps to ascertain whether or not anyone was injured and he or she shall give his or her name and address to the person with whom he or she was in collision, and he or she shall obtain the same information from the other person. It shall be the duty of the bicycle operator to make a written report of any accident resulting in death or injury, to the police or city manager within 24 hours of such accident.

§ 7-4-4. Bicycle lanes and paths.

A. Established.

  1. The city engineer, upon approval of the traffic committee, is authorized to erect or place signs upon any street or adjacent to any street in the city indicating the existence of a bicycle lane and otherwise regulating the operation and use of vehicles and bicycles with respect thereto, so long as the same are consistent with this chapter. Before such a sign is erected, the subject bicycle lane shall be designated on such street by a raised curb, appropriate painting, reflectorized buttons or, in such other manner as the city engineer, upon approval of the traffic committee, shall determine will provide sufficient notice of existence of such bicycle lane when such signs are in place, no person shall disobey the same. Before such a sign is erected or placed, it shall be found by the traffic committee that without the establishment of a bicycle lane separate from a vehicle lane, the public is endangered.

  2. The city engineer is further directed to establish those bicycle paths as designed on the general plan for the same on any public property or easement permitting the same.

B. Use Restrictions. No person shall walk, loiter, ride or lead any equine animal or operate a motor vehicle, motorcycle or motor driven cycle in or upon any designated bicycle lane or path except as otherwise provided in this chapter.

C. Riding on Roadway Adjacent to Bicycle Path Prohibited. No person shall ride or operate a bicycle upon a roadway adjacent to which there is a bicycle path which parallels such roadway adjacent to which there is a bicycle path, when measured from the edge of the roadway to the edge of the bicycle path nearest the roadway, is not more than 75 feet distant, except within such bicycle path or except as otherwise permitted by the provisions of this chapter or by law.

§ 7-4-5. Riding restrictions.

A. Riding Side by Side. Persons riding or operating bicycles in the city shall not ride more than two abreast, except on paths or parts of a roadway set aside for the exclusive use of bicycles; provided further, that persons riding bicycles on the sidewalk shall do so in single file.

B. Riding on Sidewalks in Central Traffic District. It is unlawful to ride a bicycle upon any sidewalk in the central traffic district in the city.

C. Riding in Parks, Playgrounds and School Grounds. No person shall ride or operate a bicycle upon any playground, park or school ground where children are playing without permission of the person having supervision thereof.

D. Carrying Articles. No person riding or operating a bicycle in the city shall carry any package, bundle or article which prohibits the rider from having full control of the bicycle at all times.

E. Clinging to Moving Vehicles. No person riding or operating a bicycle in the city shall cling or attach him or herself or his or her bicycle to any other moving vehicle or public or private conveyance or person in any other vehicle.

§ 7-4-6. Walking bicycles—Pedestrian regulations applicable.

Bicycles may be walked subject to all provisions of law applicable to pedestrians.
