10.16.010 - Right-of-way obstructions.

No person shall place or leave, or cause to be placed or left, on any part of any street, sidewalk, alley or right-of-way, any lumber, vehicles, parts of vehicles or equipment, machinery, lift trucks or equipment, cardboard, crates, cases, cans of any sizes, boxes, bales, barrels, paper, sports equipment, furniture, dirt, rubbish, rocks, bricks, concrete, trash, debris, inoperative vehicles, or other article or thing likely to obstruct the free passage or interfere with the use of such street, sidewalk, alley or public way; and no person shall permit any such article or thing to remain on any sidewalk in front of any premises owned, occupied or controlled by him- or herself. This section shall not apply to goods, wares and merchandise in actual course of receipt at or removal from a place of business, when the same is moved with reasonable diligence, and at least one-half of the sidewalk is, at all times, left unobstructed; or the material for use in the construction or repair of a building placed in the street under a permit from the building official; or to poles, posts, trees, trash cans, recycling boxes or other things placed on streets or sidewalks by, or with the permission of, the proper officers of the city.

It shall be illegal for any person to occupy, live in, reside in, inhabit or dwell in any building, vehicle or structure that is located within any street, sidewalk, alley or public way.

10.16.020 - Violation—Penalty.

Violation of any provision of this chapter constitutes an infraction. Each such infraction is punishable by a fine not to exceed twenty-five dollars.
