Sec. 3-19.101. - Purpose.

The Board recognizes the importance of considering public input and regional knowledge in its efforts to manage and coordinate the County's water resources. The Board enacts this Chapter to formally draw upon community experience and knowledge in an effort to remain informed regarding the County's groundwater resources. Nothing in this ordinance should be construed to interfere with any state or federal constitutional rights, including, but not limited to, property rights.

Sec. 3-19.102. - Authorized.

The Board may create Groundwater Advisory Committees for groundwater basins in Siskiyou County. Groundwater Advisory Committees may be created through board resolution for the following listed basins:

a. Bray Town Area Groundwater Basin.

b. Butte Valley Groundwater Basin.

c. Happy Camp Town Area Groundwater Basin.

d. Lower Klamath Groundwater Subbasin.

e. McCloud Area Groundwater Basin.

f. Red Rock Valley Groundwater Basin.

g. Shasta Valley Groundwater Basin.

h. Scott Valley Groundwater Basin.

i. Toadwell Groundwater Basin.

j. Tule Lake Groundwater Subbasin.

k. Additional groundwater basins as identified by the Board of Supervisors pursuant to resolution.

Upon the request of community members, or upon the Board's own motion, the County Board of Supervisors shall, by resolution, create a Groundwater Advisory Committee for a listed basin, establish the Committee's membership, establish the terms of office for Committee members, and specify any tasks and functions the Committee is to perform.

Board authorization for a Groundwater Advisory Committee shall be renewed biannually or the Committee shall cease to function.

Members of each Committee shall reside within the area served by the groundwater basin for which a Committee position is sought, unless otherwise deemed appropriate by the County Board of Supervisors.
