3.04.010 - Claims and warrants.¶
Claims, demands and warrants shall be processed in the time, form and manner as approved by the city council, consistent with applicable law.

3.04.020 - Warrant signatures—Routine warrants.¶
Pursuant to Section 37203 of the California Government Code, all warrants shall bear the facsimile or manual signatures of any two of the following officers and employees of the city, provided that at least one signature shall be that of an elected official: mayor, mayor pro tempore, city treasurer, city manager, and assistant city manager/director of administrative services.

3.04.021 - Warrant signatures—Urgent warrants.¶
The city manager or mayor is authorized to issue warrants under urgent conditions with one facsimile or manual signature of any of the following officers and employees of the city: mayor, mayor pro tempore, city treasurer, city manager, or assistant city manager/director of administrative services. In the event that a warrant is issued with only one signature, the city treasurer will be notified, in writing, within one business day of the release of the warrant. Urgent conditions are limited to declared emergencies and conditions requiring compliance with legal mandates.

3.04.022 - Warrant signatures—Confidential warrants.¶
Resolution No. 01-091 authorizes the city to restrict access to confidential information and related warrants to city employees that are required, by position, to refrain from discussion of confidential information; specifically payroll-related disbursement to and on behalf of employees. The city manager will manually sign or cause a facsimile signature of any of the following officers and employees of the city: mayor, mayor pro tempore, city treasurer, city manager, or assistant city manager/director of administrative services to be placed on payroll and flexible spending account checks.
