8.20.010 - Banner and placard display restrictions.

It is unlawful for any person to place or carry, or cause to be placed or carried any showboard, banner, placard or sign of a commercial nature on any street, sidewalk, or alley for the purpose of there displaying the same, except in processions or parades for which permit has been duly granted by the chief of police.

8.20.020 - Prohibitions.

It is unlawful for any person to place, throw, deposit or distribute commercial advertising matter in the form of a handbill, pamphlet, circular, book, sheet, parcel, or package, or in any other material form, in or upon any automobile or other vehicle, or in or upon the lawn, yard, porch, patio, steps, stairway, vestibule or entry of any house or other building; provided, however, that nothing herein contained shall be construed to prevent the distribution of any such commercial advertising matter to residences, without knocking or ringing the doorbell, by:

A. Securely tying or otherwise affixing such commercial advertising matter to any such residence at or near the door or entry thereof; or

B. By handing such commercial advertising matter to an occupant.

8.20.030 - Posting.

It is unlawful for any person to post, or cause to be posted, any advertising matter in or upon any public property.

8.20.040 - Exceptions.

The provisions of this chapter shall not be deemed to apply to the distribution and delivery of newspapers, magazines and other publications printing news of a general nature.
