10.04.010 - Generally.¶
The following words and phrases when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

10.04.020 - Vehicle code applicability.¶
Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the state of California and amendments thereto, such definitions shall apply.

10.04.030 - Bicycle.¶
"Bicycle" means a light vehicle without a motor, having two wheels, handlebars and a seat or seats, and propelled by the operator.

10.04.040 - Central traffic district.¶
"Central traffic district" means all streets and portions of streets within the area described as follows:
All that area bounded by East Tulare Avenue, Mannel Avenue, East Lerdo Highway and North Shafter Avenue.

10.04.050 - Coach.¶
"Coach" means any motorbus, motorcoach, trackless trolley, or passenger stage used as a common carrier of passengers.

10.04.060 - Curb.¶
"Curb" means the lateral boundary of the roadway whether such curb is marked by curbing construction, or not so marked. Curb, as herein used, shall not include the line dividing the roadway or a street from parking strips in the center of a street nor from tracks or right-of-way of public utility companies.

10.04.070 - Divisional island.¶
"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

10.04.080 - Holidays.¶
"Holidays" shall mean and conform to the definition of "holidays" in Government Code Section 6700.

10.04.090 - Loading zone.¶
"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.100 - Official time standard.¶
"Official time standard" means, whenever certain hours are named herein, standard time or daylight saving time as may be in current use in this city.

10.04.110 - Park.¶
"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

10.04.120 - Parkway.¶
"Parkway" means that portion of a street other than a roadway or a sidewalk.

10.04.130 - Passenger loading zone.¶
"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.140 - Pedestrian.¶
"Pedestrian" means any person afoot.

10.04.150 - Police officer.¶
"Police officer" means every officer of the police department of this city, or any officer authorized to direct or regulate traffic or to make current arrests for violations of traffic regulations.

10.04.160 - Stop.¶
"Stop" means, when required, complete cessation of movement.

10.04.170 - Stop or stand.¶
"Stop" or "stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
