7.10.010 - Definitions.¶
"Scooter" is defined as a nonmotorized vehicle that has two wheels with a low footboard between them, is steered by a handlebar, and is propelled by pushing one foot against the ground while resting the other on the footboard.
"Skateboard park" is a public facility designed specifically for use by persons riding skateboards, skates or scooters and which is designated a "skateboard park" by the director of public works.

7.10.020 - Prohibitions.¶
(a) No person in a skateboard park shall:
(1) Be in the skateboard park without wearing a properly fitted and fastened helmet, elbow pads, and knee pads at all times, unless that person is the parent or adult guardian of a child under the age of ten using the skateboard park;
(2) If under the age of ten, enter or use the skateboard park unless accompanied by a parent or adult guardian;
(3) Ride, operate, or utilize any device other than skateboard, skates or a scooter;
(4) Use, consume, or possess food, beverages, glass bottles, or any breakable item in the skateboard park;
(5) Place or utilize additional obstacles or other materials;
(6) Engage in reckless behavior or any other activity that could endanger the safety of persons using the skate facility or spectators.

7.01.030 - Required signage.¶
(a) The Director of Public Works shall erect and maintain visible signs at all skateboard parks which shall afford notice that any person failing to abide by the following conditions will be subject to citation under Section 1.08.010 of this Code:
(1) Any person in the facility must wear a helmet, elbow pads, and knee pads at all times.
(2) Any person under the age of ten (10) shall be accompanied by a parent or adult guardian.

7.10.040 - Penalties.¶
(a) Failure to comply with an provisions of this Chapter shall be punishable in accordance with Title 4 of the Municipal Code, except as provided in section (b) below.
(b) Any person convicted of an infraction under the provisions of this Chapter 7.10 shall be punishable by fine only as follows: (i) upon a first conviction, by a fine of not exceeding thirty dollars ($30.00); (ii) for a second conviction within a period of one year, by a fine of not exceeding fifty dollars ($50.00); (iii) for each additional violation of the same section of this Chapter 7.10 within a period of one year, by a fine not exceeding seventy-five dollars ($75.00).

7.10.050 - Skateboard park closure.¶
In the event of an incident of vandalism or graffiti to the skateboard park, failure to comply with park rules or in order to protect or maintain the public health, safety and welfare, in its sole discretion, the City Council, the Recreation Division Manager, the City Manager or the Chief of Police, or their authorized representatives, may close the skateboard park for 72 hours or for such amount of time as necessary to remove or repair the vandalism or graffiti or to preserve the public health, safety and welfare. The closure and the reason for such closure shall be posted at the entrance of the Park.
