Section 4-19.100. Purpose and Intent.¶
The purpose of this Chapter is to clarify the business license requirements for individuals working as independent contractors to a transportation network company (e.g., a peer-to-peer ridesharing service such as Uber or Lyft, or a food delivery service such as Uber Eats) in conformance with applicable law.

Section 4-19.101. Definitions.¶
For the purpose of this Chapter, unless the particular provision or context otherwise clearly requires, the definitions in this Section shall govern the construction, meaning, and application of words and phrases used in this Chapter.
"Domicile"
means the location of a driver's permanent residence.
"Driver"
has the same meaning as the definition of driver provided in subdivision (a) of Section 5431 of the Public Utilities Code.
"Local jurisdiction"
means a city, county, or city and county, including charter cities.
"Personally identifiable information"
means individually identifiable information about an individual driver collected by the local jurisdiction from that individual, including, but not limited to, all of the following:
(1)
A first and last name;
(2)
A residential address, including a street and city name;
(3)
An email address;
(4)
A telephone number;
(5)
A social security number; and,
(6)
Driver income or tax information.
"Transportation network company"
has the same meaning as the definition of transportation network company provided in subdivision (c) of Section 5431 of the Public Utilities Code.

Section 4-19.102. Business License Required for All Driver's Domiciled in the City of…¶
(a) All drivers domiciled in the City must obtain a business license.
(b) Drivers domiciled in a local jurisdiction separate from the City are not required to obtain a business license from the City, and may operate within the City, provided that:
(1) The driver has a valid business license issued by the local jurisdiction where the driver is domiciled; or
(2) The local jurisdiction in which the driver is domiciled does not require a business license; or
(3) The driver has not operated as a driver for more than 30 days in the preceding fiscal year.

Section 4-19.103. Confidentiality of Personally Identifiable Information.¶
(a) Personally identifiable information submitted to a local jurisdiction pursuant to this Chapter shall not be disclosed on a publicly accessible Internet Web site.
(b) Nothing in this Section precludes the sharing of business license data among local jurisdictions.
