Section 2-19.01. Purpose of separately-elected Mayor City-wide.¶
Pursuant to Santa Maria Municipal Code Section 2-25.03, the Mayor will be elected City-wide, and this reflects the desire of the residents of the City of Santa Maria that the Mayor be accountable to all voters in the City and not solely to the voters in a particular district.

Section 2-19.02. Additional duties and obligations of the Mayor.¶
In addition to all of the duties and obligations applicable to all Councilmembers, the Mayor has the following additional duties and obligations which provide the justification for the additional salary provided to the Mayor pursuant to Santa Maria Municipal Code Section 2-2.03 in addition to the salary earned by the Mayor as a member of the City Council as provided in Santa Maria Municipal Code Section 2-2.02.
(a) The Mayor is responsible for presiding over Council meetings as the Chair.
(b) The Mayor may represent the City as its official leader in both ceremonial and other occasions where appropriate.
(c) The Mayor is authorized to request that the City Manager place an item or items on a Council's agenda.
(d) The Mayor is responsible for approval of all administrative and official Proclamations of the City Council and is authorized to sign them.
(e) The Mayor is authorized to name one of the other Councilmembers as the Mayor Pro Tem, subject to ratification by the City Council, who shall have all of the powers and duties of the Mayor, including presiding at meetings of the City Council, if the Mayor is absent or unable to act, pursuant to Government Code Section 36802.
(f) With the exception of the Measure U 2012 Citizen's Oversight Committee, upon nominations by individual Councilmembers (where applicable), the Mayor is responsible for appointing all persons to City boards, commissions, and committees, subject to confirmation by the City Council.
(g) The Mayor is authorized to approve all cost reimbursements and time cards for the City Manager and City Attorney.
(h) The Mayor must sign all ordinances, resolutions, and minutes that have been passed by the City Council, and must sign all contracts unless the Council has designated other City officers to do so.
(i) Pursuant to Santa Maria Municipal Code Section 2-1.05, the Mayor is authorized to designate an alternative place to hold any City Council meeting in the event of an accident, disaster, or other reason the City Council Chambers are not available or are not fit for the holding of a meeting therein.
