Sec. 6-1. - Temporary closing of establishments during emergencies.

All places of business which are open on any day after 6:00 P.M. and before 6:00 A.M. at which persons may congregate, whether or not closing hours are prescribed elsewhere in this chapter or by other applicable laws or regulations of governmental authorities having jurisdiction, may be temporarily closed by order of the sheriff for such time as is reasonably necessary in the following cases:

(a) In the event of a riot or other emergency constituting an immediate threat to public peace or safety.

(b) When the sheriff has good cause to believe that a riot or other such emergency is impending. In such case the sheriff shall give such advance notice of the proposed closing of such place or places as is feasible under existing circumstances. Such notice shall be given to the person apparently in charge of the premises at the time.

Sec. 6-2. - Exits—Required.

It shall be unlawful for any person to use or occupy any room, house or other building, to or from which the public has or may have ingress or egress, and wherein cigars, cigarettes, tobacco or articles of food or drink are sold, or wherein any card game, or any other game, performance or other entertainment or amusement is played, offered or presented, unless at all times during the use and occupancy of such rooms, house or other buildings there be on each floor a passageway or passageways opening onto and leading from the street into such room, house or other building; which passageway or passageways shall be at least three feet wide and shall be and remain unlocked, free and unobstructed and which passageway or passageways shall connect the street directly with any and all rooms, and any and all portions of such house or other buildings so used and occupied.

Sec. 6-3. - Same—Obstruction, etc., prohibited.

It shall be unlawful for any person to have, construct or maintain any barred, barricaded, bolted or obstructed room, house or other building whatsoever, built or protected in any manner to make it difficult of access or ingress to peace officers, when two or more persons are present in such room, house or other building whatsoever wherein any card game, or any other game, performance or other entertainment or amusement is played, offered or presented; and all such rooms, houses or other building whatsoever shall at all times have and be provided with on each floor thereof a passage or passageways three feet wide and shall be and remain unlocked, free and unobstructed and which passageway or passageways shall connect the street directly with any and all rooms, and any and all portions of such house, or other buildings whatsoever so used and occupied.
