Sec. 3-5. - Person transporting meat to have evidence of ownership; exceptions.

It shall be unlawful for any person or the agent of any person to transport or offer to transport upon any public thoroughfare within the county in or upon any vehicle any cattle, the carcasses of cattle with hide on, or the hides thereof, or any beef or veal unless the person operating such vehicle has in his possession documentary evidence showing that he is in legal possession of the same; provided, however, that where the cattle, the carcasses of cattle with hide on, or the hides thereof, are transported or offered for transport a compliance with article 8 of chapter 2 of division 3 of the State Agricultural Code shall constitute a compliance with the terms and provisions of this section; and provided further, however, that this section shall not apply to the meat or veal purchased by any person at a retail store.

Sec. 3-6. - Certification of ownership for cold storage of meat.

It shall be unlawful for any person or the agent of any person to deliver any beef or veal to a cold storage or meat locker plant or for any person or the agent of any person operating a cold storage or meat locker plant to receive any beef or veal unless the person delivering the beef or veal to the cold storage or meat locker plant certifies in writing to the person operating the cold storage or meat locker plant that the beef or veal was raised by the person delivering the same, or that it was purchased or otherwise acquired by such person, and if purchased or otherwise acquired the person delivering the same shall certify in writing the name of the person from whom so purchased or otherwise acquired.

It shall be the duty of the person operating a cold storage or meat locker plant to retain all such certifications received by him under the provisions of this section, and submit the same to public inspection at all reasonable times.

Sec. 3-7. - Sales of meat by unlicensed persons prohibited.

It shall be unlawful for any person other than a regular wholesaler of meat having an established place of business, not licensed as a slaughterer, under article 13 of chapter 2 of division 3 of the State Agricultural Code to give, sell or deliver the meat of any bovine animal to any retailer, hospital or public eating establishment; and it shall be unlawful for any person or the agent of any person to purchase or receive the meat of any bovine animal for sale at retail or for consumption in a hospital or any public eating establishment except from a regular wholesaler of meat having an established place of business or from a slaughterer licensed under article 13 of chapter 2 of division 3 of the State Agricultural Code.

Sec. 3-8. - Duty of sheriff.

It shall be the duty of the sheriff and all constables thereof, to enforce the provisions of this article, and they shall have the power to stop any vehicle in or upon which there is being transported any cattle, the carcasses of any cattle with hide on, or the hides thereof, or any beef or veal, and inspect the cattle, the carcasses of cattle with hide on, or the hides thereof, or any beef or veal, in or upon such vehicle to determine if all of the provisions of the State Agricultural Code and of this article have been complied with and for the same purpose to examine any and all documentary evidence in the possession of the operator or any passenger of the vehicle showing or tending to show whether or not the operator is in legal possession of the cattle, carcasses of cattle with hide on, or the hides thereof, or any beef or veal, in or upon such vehicle, and it shall be unlawful for the operator or any passenger of such vehicle to refuse to deliver for inspection, upon the request of an officer authorized to stop the vehicle, all documentary evidence in his possession showing or tending to show whether or not the operator is in the legal possession of cattle, carcasses of cattle with hide on, or the hides thereof, or any beef or veal in or upon the vehicle.

It shall be the duty of the sheriff to inspect at least once every month the certificates herein provided in the possession of all the cold storage and meat locker plants within the county delivered to the plant under section 3-6 to determine if there have been any violations of that section.
