Sec. 28-69. - Permits—Authority to issue.

As authorized by Vehicle Code section 35700, the director of transportation, and his assistants designated by him, are hereby authorized to issue permits for overweight and oversize loads, vehicles and mobile equipment to use county roads under and within the conditions, limitations, and subject to the requirements set out hereinafter.

Sec. 28-70. - Same—Issuance fees.

The applicant shall pay the following fees to cover the cost of processing the application, issuing a permit thereunder, and help to defray the cost of county liability insurance covering liability for personal injury and property damage which might arise out of or in connection with movement of loads permitted hereunder:

(a) Temporary single transportation permit—$5.00.

(b) Blanket permit for one year—$30.00.

Sec. 28-71. - Same—Damage agreement.

As a condition precedent to the issuance of any permit hereunder, applicant shall agree in writing, as follows:

(a) To repair, at the applicant's expense, and to the satisfaction of the director of transportation, any and all damages to highway foundations, surfaces or structures which arise out of or are caused by, or are connected in any way with acts or operations of the applicant while acting or operating under said permit.

(b) To indemnify the county from all liability for personal injury or property damage which may occur through any act or omission of the applicant when acting under said permit.

Sec. 28-72. - Same—Required for each vehicle; transfer.

Except as otherwise provided herein, a separate permit must be issued for each separate oversize or overweight vehicle or piece of equipment. Permits shall not be transferred to any other vehicle or piece of equipment, nor to any other person.

Sec. 28-73. - Same—Restrictions.

The director of transportation or his designated assistants may make the permit subject to and conditioned upon any restrictions as to time of moving, flagging of load, use of pilot cars, highway patrol escorts, speed limit of vehicle, speed and method of crossing structures and bridges, and roads and bridges which may or may not be used under the permit, length of time such permit shall be in effect, and any other limitations or conditions which, in the discretion of the director of transportation, are necessary to protect the highways and the public traveling thereon. Conditions and limitations shall be stated upon the face of the permit.

Sec. 28-74. - Same—Revocation.

All permits shall be revocable at any time by the director of transportation or other proper county official, and such provision shall be stated on the face of the permit.

Sec. 28-75. - Same—Types.

The types of permits which the director of transportation or his assistants are authorized to issue are the following:

(a) Temporary Single Transportation Permit. Issued for one move only and return over designated county roads and with loadings in excess of legal loads, not to exceed "purple loading," hereinafter defined.

(b) Special Blanket Transportation Permit. Issued for a period of not to exceed twelve months, or unrestricted county roads in the county.

(1) Loads under this permit may exceed legal loads, but shall not exceed a "purple loading" as the same is defined hereinafter for movement of the following types of equipment and emergency vehicles:

(A) Well drilling and servicing equipment;

(B) Truck cranes, truck mounted backhoes and gradalls;

(C) Tow trucks;

(D) Fire fighting equipment hauled as an oversized load.

(2) Loads under this permit may exceed legal loads, but shall not exceed a "green loading" as the same is hereinafter defined, for movement of the following:

(A) Construction equipment, including, but not limited to self-propelled and tractor drawn earth moving equipment and machinery, earth moving scrapers and carryalls, asphalt spreaders, road rollers, power shovels and draglines and skip loaders, but in no case exceeding a maximum width of twelve feet.

(B) Implements of husbandry as defined in the current state Vehicle Code.

(C) Properly registered oversize trailer coaches not exceeding twelve feet in width and a combined length of eighty-five feet, towed with a minimum three-fourths ton truck or tractor. The gross weight of the coaches shall not exceed eighteen thousand pounds.

Sec. 28-76. - Overload loadings.

Overload loadings are determined from the load transmitted to the roadway through the axles and the determining factor is the greatest load on any group of consecutive axles whose center-to-center spacing is eighteen feet or less.

Sec. 28-77. - "Loadings" defined.

(a) Purple Loading. The maximum loading in pounds is 1.50 times 700 (L+40); where L is the center-to-center spacing of consecutive axle groups, not to exceed eighteen feet and a maximum load on a single axle of twenty-eight thousand pounds, with a fifteen percent increase allowed for an axle ninety-six inches wide, with eight tires, or with a twenty-five percent increase allowed for an axle one hundred twenty inches wide with eight tires.

(b) Green Loading. The maximum loading in pounds is 1.30 times 700 (L+40); where L is the center-to-center spacing of consecutive axle groups, not to exceed eighteen feet and a maximum loading on a single axle of twenty-four thousand pounds, with a fifteen percent increase allowed for an axle ninety-six inches wide with eight tires, or with a twenty-five percent increase allowed for an axle one hundred twenty inches wide with eight tires.

Sec. 28-78. - Supplementary references.

Two references issued by the state are considered supplementary to this article:

(a) The current Vehicle Code;

(b) The department of transportation "Manual of Policy, Procedures, Rules and Regulations for Use in Issuing Transportation Permits—1975."
