Sec. 21-127. - Findings.

(a) Mobilehome rental parks in the unincorporated area of Santa Barbara County provide the most affordable single-family (detached) living units for lower income families in many instances.

(b) Mobilehome park tenants have a substantial investment in their mobilehomes.

(c) Because of the shortage of mobilehome rental park spaces in the county, substantial economic and social hardships would occur for mobilehome park tenants who could not afford to purchase a lot as a result of conversion to a mobilehome condominium or subdivision.

(d) Opportunities for mobilehome lot ownership in new developments are available through the county's mobilehome subdivision zoning provisions.

Sec. 21-128. - Prohibition of conversion of mobilehome rental parks.

Pursuant to the findings set forth in section 21-127, the conversion of mobilehome rental parks to mobilehome subdivisions is hereby prohibited.
