Sec. 36-1. - Applicability of division.¶
The definitions contained in this article shall govern the construction of this chapter. Whenever any words or phrases used in this chapter are not defined herein, but are now defined in the vehicle code of the state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases as though set forth herein in full.

Sec. 36-2. - Parking meter zones.¶
A parking meter zone, as hereinafter referred to, consists of those public street vehicular parking areas designated for metered parking by ordinance.

Sec. 36-3. - Alleys.¶
The word "alley" means any way or place open to public vehicular traffic which has a usable width of twenty (20) feet or less.

Sec. 36-4. - Holidays.¶
For the purposes of this chapter, holidays are Sundays and any other days adopted by resolution of the city council.

Sec. 36-5. - Loading zone.¶
A loading zone is the space adjacent to a curb reserved for the exclusive use of a vehicle during the loading or unloading of passengers or material.

Sec. 36-6. - Official time standards.¶
Whenever certain hours are named herein, they shall mean standard time or daylight-saving time as may be in current use in the city.

Sec. 36-7. - Bicycle.¶
A bicycle is a light vehicle without a motor, having two (2) wheels, handlebars and a seat or seats, and propelled by the operator.

Sec. 36-8. - Parkway.¶
The parkway is that portion of the street other than the roadway, median or the sidewalk.

Sec. 36-9. - Curb.¶
The curb is the lateral boundary of the roadway whether such curb be marked by curbing construction or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

Sec. 36-10. - Pedestrian.¶
(a) A pedestrian is any person who is afoot or who is using a means of conveyance propelled by human power other than a bicycle.
(b) A pedestrian includes any person who is operating a self-propelled wheelchair, invalid tricycle, or motorized quadricycle and, by reason of physical disability, is otherwise unable to move about as pedestrian as specified in subsection (a) of this section.

Sec. 36-11. - Director.¶
As used in this chapter, "director" or "director of public works" means the executive director of the public works agency of the City of Santa Ana or his or her authorized representative.

Sec. 36-12. - Police officer.¶
A police officer is any officer of the police department of this city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

Sec. 36-13. - Vehicle code.¶
The vehicle code is the vehicle code of the state.

Sec. 36-14. - Skateboard [defined.]¶
A "skateboard" is any vehicle, device or conveyance with any number of wheels, with a riding surface of any design upon which a person may place one (1) or more feet, and which is designed to be or can be propelled by human power, and which is not classified as a bicycle in this Code.

Sec. 36-15. - Motorized skateboard [defined.]¶
A "motorized skateboard" is the same as a skateboard in all respects except that it is designed to be or can be self-propelled by motorized power.

Sec. 36-16. - Median.¶
The median is that portion of the street which separates lanes of vehicular traffic and is not the roadway, sidewalk or parkway.

Sec. 36-17. - Roller skate.¶
Roller skate shall mean any footwear or device with any number of wheels which may be attached to the foot or footwear and which is designed to be or can be propelled by human power, and which is not classified as a bicycle or skateboard in this Code. This definition includes, but is not limited to, in-line skates.

Sec. 36-18. - Civic center.¶
For purposes of this chapter, the civic center is that area in the City of Santa Ana, County of Orange, State of California, bounded by Sycamore Street on the east, Civic Center Drive West on the north, Shelton Street on the west, and Santa Ana Boulevard on the south.

Sec. 36-19. - Oversized vehicle.¶
Oversized Vehicle shall mean any vehicle, including any attached trailers, vehicles or loads thereon, that exceeds twenty-two (22) feet in length or seven (7) feet in height. To determine the height, width or length of a vehicle defined in this section, any extension to the vehicle caused by mirrors, air conditioners, or similar attachments allowed by sections 35109, 35110 or 35111 of the Vehicle Code, as the same may be amended from time to time, shall not be included.

Sec. 36-20. - Recreational vehicle.¶
Recreational Vehicle shall mean:
(a) Any camp trailer, park trailer, camper, trailer coach, or house car, as defined in Vehicle Code section 242, 243, 635 or California Health and Safety Code sections 18010 and 18009.3 or successor statute; or
(b) Any boat, dune buggy, all-terrain vehicle ("ATV") or other motorized or towed vehicle designed, maintained, or used primarily for recreational purposes.

Sec. 36-21. - Non-motorized vehicle.¶
Non-motorized vehicle shall mean any trailer or trailer bus, as defined in Vehicle Code sections 630 and 636, as the same may be amended from time to time.

Sec. 36-22. - Park road.¶
Park road shall mean a right-of-way within a public park that is not a publicly dedicated street.

Sec. 36-23. - Parking, park or parked.¶
Parking, park or parked means to stand or leave standing any unoccupied vehicle, other than temporarily for the purpose of and while actually engaged in loading or unloading passengers or materials.
