16.04.010 - Adoption of Uniform Building Code, Volume V, signs.

There is hereby adopted, for the purpose of providing minimum standards to safeguard life, health, property and public welfare by regulating and controlling the design, quality of materials, construction, location, electrification and maintenance of all signs and sign structures not located within a building, that certain code known as the Uniform Building Code, Volume V, Signs, published by the International Conference of Building Officials, 50 South Los Robles, Pasadena, California, being particularly the 1967 Edition thereof, save and except such portions as are hereinafter deleted, added thereto, modified or amended of which code, not less than three copies have been, and now are, filed in the office of the city clerk, and the same are hereby adopted and incorporated as full as if set out at length herein, and from and after June 1, 1969 the provisions thereof shall be controlling within the limits of the city.

16.04.020 - Amendments to Uniform Building Code, Volume V, signs.

The Uniform Building Code, Volume V, Signs, adopted by Section 16.04.010 is hereby changed, added to and amended in the following respect. The section numbers hereinafter referred to are the section numbers of the Uniform Building Code, Volume V, Signs.

Section S-203 is amended by adding thereto the following:

Wherever the term "Building Official" is used it shall be construed to include the Chief Building Inspector of the City of San Rafael.

Section S-301 is amended by adding thereto the following:

No permit required by this Code shall be issued until such time as the Planning Director—for the City of San Rafael has received and approved the permit application.

Section S-303 is amended by adding thereto the following:

  1. Professional nameplates not exceeding two square feet in area.

  2. Real estate signs not exceeding four square feet in area which advertise the sale, rental or lease of the premises upon which said signs are located.

  3. Bulletin boards not over twelve square feet in area for public, charitable or religious institutions.

  4. Signs not exceeding twelve square feet in area denoting the architect, engineer or contractor placed upon work under construction.

  5. Memorial signs on tablets, names of buildings, date of erection cut into any masonry surface or when constructed of bronze or other incombustible materials.

  6. Signs of public service companies indicating danger and aids to service or safety.

  7. Political advertising signs when approved by the City Manager.

Section S-304 is amended to read as follows:

A sign permit fee and a plan checking fee shall be paid in accordance with Sec. 303 of the Uniform Building Code, Volume I.

Section S-307. A new Section S-307 is hereby added to read as follows:

S-307—Permit revocable—Removal of signs. All rights and privileges acquired under the provisions of this Code or any amendment thereto, permitting the erection or maintenance of signs or sidewalk clocks over public sidewalks or public thoroughfares are mere licenses, revocable at any time by the City Council.

All signs erected over public property shall be removed at the expense of the owner of the sign in the event that the City should widen or improve such public property in any manner that, at the completion of the work, such sign will be illegal under the provisions of this Code.

Section S-308. A new Section S-308 is hereby added to read as follows:

S-308—Permit number on sign. Every sign for which a permit is required shall be marked in a conspicuous location with the number of the permit and name of the installer.

Section S-1302 is amended by adding thereto subsection (c) to read as follows:

(c) All signs erected under this chapter shall bear the inspection label of the Underwriters Laboratories.
