§ 3-2.101. Established.¶
Pursuant to Section 36522 of the Government Code of the State, the following special and general bank accounts are established:
(a) General account at the Southern California First National Bank, San Juan Capistrano Branch;
(b) Payroll account at the Security Pacific National Bank, San Juan Capistrano Branch; and
(c) 1911 Improvement District account at the Bank of America, San Juan Capistrano Branch.

§ 3-2.102. Receipts: Disbursement.¶
All moneys received by the City or any of its officers, employees, or agents, shall be turned over to the City Clerk or City Treasurer. Any officer or employee of the City collecting or receiving money belonging to, or for the use of, the City shall deposit such money immediately in the treasury in the manner prescribed by law for the use and benefit of the funds to which such money belongs.

§ 3-2.103. Deposits: General fund.¶
The City Clerk or City Treasurer, forthwith upon the receipt of any money received on behalf of the City, shall deposit all such funds in the General Fund as set forth in Section 3-2.101 of this article, unless existing law requires the deposit of such moneys in a special fund.

§ 3-2.104. Deposits: Special funds.¶
All funds received by the City Clerk or City Treasurer which, by operation of law or direction of the Council, are required to be deposited in a special fund shall be deposited in such special fund as required by law or as directed by the Council.

§ 3-2.105. Expenditures: Signatories.¶
All checks, drafts, and other instruments obligating the City to pay money shall be signed by the Mayor and the City Treasurer, or by the Mayor pro tem in the absence of the Mayor, or by the Deputy City Treasurer in the absence of the City Treasurer.
