18.04.030 Scope of title provisions - Alternative system. ¶
A. This Title 18 provides an alternative system for the adoption, amendment and administration of general plans and precise plans and regulations.
B. The provisions of this title shall not repeal, apply to or affect the provisions of any other article of this Code, including, but not limited to, Title 19 and Title 20 of this Code.
C. Nothing contained in this title shall be construed to limit the power of authority of the council to adopt resolutions or ordinances, whether or not they relate to the subjects mentioned in this title, except resolutions or ordinances which expressly refer to this title and express, adopt or amend general plans or precise plans or regulations initiated pursuant to this title.
D. Anything in this title to the contrary notwithstanding, the provisions of Title 19 and Title 20 of this Code shall apply, govern and control with regard to all matters and things mentioned or referred to in said Titles 19 and 20.
