13.20.010 Display or storage of articles on public ways restricted - Conditions.

Except as otherwise provided in this title, and except as provided in Sections 6.54.010 through 6.54.200 of Title 6 relating to peddlers operating from a mobile unit, it shall be unlawful for any person to display, store, leave, place, or expose for sale, or cause to be displayed, stored, left, placed, or exposed for sale upon any sidewalk, gutter, alley, or street of the city any produce, merchandise, store boxes or store substance or material, objects or implements whatsoever of any class, kind, or character; nor shall any stand of any sort for the vending of any merchandise, produce or other property, or for transacting of any business whatsoever be allowed on any street or sidewalk within the city. means of a resolution, may permit, in whole or in part, on city sidewalks such activity heretofore prohibited for a limited period of time for festivals, community activities and other occasions as the council may designate, provided that such permission shall not be given if the council finds the activity contemplated would unreasonably impede the free passage of traffic on and along such sidewalks or to and from the stores abutting such sidewalks. Any such action permitting such activity shall be subject to such terms and conditions as the council finds to be reasonably necessary for the preservation of the public peace, health and safety, and shall be further subject to such hold harmless insurance and other conditions and requirements as the council may find to be reasonably necessary under the circumstances. Any such action shall also require the permit holder to remove any articles and objects permitted to be placed on city sidewalks at the termination of the time for which such permit was given.

13.20.020 Soliciting business on streets prohibited when.

No person at any place of business where goods are sold shall use any portion of the street in front of such place of business, or adjacent thereto or elsewhere, for the purpose of soliciting, requesting or enticing any other person to enter any such place of business to examine, purchase or give any order for any goods. 13.20.030 Signs on sidewalks prohibited - Exceptions.

No person shall erect or maintain any sign on any public street or sidewalk of the city, or paint or mark any sign or other marking upon the pavement, curb or sidewalk constituting part of a public street; provided, however, nothing herein contained shall prohibit any person from painting or applying the street address number on the curb in front of a

premises owned or controlled by him or the painting or application of numbers on curbs by persons possessing a valid permit so to do. (Prior code § 3313.2(a); Ords. 19029, 18315, 24203.)

13.20.040 Painting numbers on curbs - Permit issuance conditions - Appeal from denial.

  • A. Permits for painting or applying street address numbers on curbs shall be issued by the director of finance upon agreement of the applicant to conform to specified standards regarding the size and form of the numbering proposed to be painted or applied and the suitability of the color and quality of paint or material to be used, and after payment has been made to the director of finance of the appropriate fee provided by this Code. Each permit shall be effective until December 31st of the year in which it is issued.

  • B. Appeal from denial of a permit may be made to the code enforcement appeals commission in the manner provided in Title 6 of this Code.

13.20.050 Painting numbers on curbs - Consent by person in control of property.

No person shall paint or otherwise apply any number on the curb in front of any premises not owned or controlled by him without the prior consent of the owner or a person in lawful control of said premises, or without a permit to do so issued by the director of finance.

13.20.060 Painting numbers on curbs - Permit suspension or revocation conditions - Appeals.

  • A. A permit for painting or applying numbers on curbs may be revoked or temporarily suspended by the director of finance upon written notice to permittee:

    1. For any reason which would have justified denial of such a permit;

  1. For painting or permitting the painting of any curb without the prior consent of the owner or person in lawful possession of the premises abutting the street at the location of said curb;
