§ 2.40.010. Established.

A planning commission for the city is established.

§ 2.40.020. Appointment—Qualification—Term—Filling of vacancies.

The planning commission shall consist of five members who shall be qualified electors of the city. Members of the planning commission shall be appointed for a term of two years. If a vacancy occurs otherwise than by expiration of the term, it shall be filled by appointment for the unexpired portion of the term.

§ 2.40.021. Appointment—Removal.

Members of the planning commission shall be appointed by the mayor with the approval of the city council.

By resolution the city council may remove a member of the planning commission from office during the term for which he was appointed with or without cause.

§ 2.40.030. Meetings—Regular.

The planning commission shall reorganize at its first meeting in September of each year, at which time officers of said commission shall be elected.

The planning commission shall hold at least one regular meeting in each month. It shall adopt rules for transaction of business and shall keep a record of the resolutions, transactions, findings and determinations, which record shall be a public record.

A regular meeting, as provided for by law or by rule of the planning commission, or any regularly advertised public hearing, shall be deemed a regular meeting.

§ 2.40.040. Meetings—Absence of members.

A. If a member of the planning commission is absent from three meetings of the commission, without cause, or absent from more than fifty percent of the meetings during the calendar year, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated, and the planning commission shall immediately inform the city council of such termination.

B. An absence due to illness or unavoidable absence from the city, and written notice thereof to the planning commission on or before the day of any regular meeting by such commission, shall be deemed absence for cause.

§ 2.40.050. Duties.

The planning commission shall perform the duties and shall have all the rights, powers and privileges specified and provided for in this code, any ordinance of the city or by state law.
