San Carlos Municipal Code Ch. 18.14.2 NORTHEAST AREA SPECIFIC PLAN Revised 7/26

The Northeast Area Specific Plan establishes a comprehensive framework to guide the long-term development in the Northeast Area envisioning a mixed-use district merging traditional industry, innovation, environmental resiliency, and inclusive community life. The purpose of this chapter is to provide regulations and reference to the Northeast Area Specific Plan governing land use and urban form, mobility and parking, and environmental resilience within the Northeast Area. The Northeast Area Specific Plan applies to all areas as delineated in the map below.

A. Administrative Regulations. All applications and permits subject to the Northeast Area Specific Plan shall be subject to the administrative regulations including discretionary entitlement applications and other permits in Article IV of the Municipal Code.

B. Planning Authorities. All applications and permits subject to the Northeast Area Specific Plan shall be subject to approval by the bodies, officials, and administrators set forth in Chapter 18.26.

C. Common Procedures. Approval of all applications and permits subject to the Northeast Area Specific Plan shall be subject to procedures that are common to the application and processing of all permits and approvals set forth in Chapter 18.27. (Ord. 1636 § 3 (Exh. B), 2026)

A. Findings. In addition to required findings pursuant to applicable entitlement applications, no application or permit may be approved, no local public works project may be approved, no tentative map or parcel map for which a tentative map was not required may be approved, no zoning ordinance may be adopted or amended within an area covered by the Northeast Area Specific Plan unless they are consistent with the adopted Northeast Area Specific Plan.

B. Conflict. All provisions of the Municipal Code that are not expressly modified or superseded by the Northeast Area Specific Plan shall continue to apply within the Northeast Area. In the event of a conflict between provisions of the Northeast Area Specific Plan and this title, the Northeast Area Specific Plan shall prevail.

C. Amendments. The Northeast Area Specific Plan may be amended as often as deemed necessary by the City Council. (Ord. 1636 § 3 (Exh. B), 2026)
