2-7.01 - Created.

A Volunteer Program Advisory Board is hereby established in and for the Town to consist of seven (7) members, at least four (4) of which shall be active volunteers to the Town at the time of appointment, to serve without compensation.

2-7.02 - Appointment and term.

The members of the Volunteer Program Advisory Board shall be appointed for staggered terms of four (4) years. Four (4) of the first members appointed shall be designated as having four (4) year terms and three (3) as having two (2) year terms. Four (4) year appointments normally shall be made at the conclusion of each term thereafter. A majority vote of all members of the Council shall be required to appoint a member of the Board, or to fill any vacancy, or to remove members prior to the expiration of their term of office. Members shall serve until their successors are appointed and qualified.

2-7.03 - Organization and meetings.

The Volunteer Program Advisory Board shall organize and establish its meeting schedule and operational procedures, including committee structures, as it sees fit. All meetings of the Board shall be public.

2-7.04 - Functions.

The functions of the Volunteer Program Advisory Board shall be:

(a) To consider, propose, and recommend volunteer program guidelines with respect to programs and facilities to meet Town and community needs. Such recommendations shall be made in conjunction with the recommendations of the Town Administrator;

(b) To review periodic reports from the Town Administrator concerning the general operations and functions of the volunteer program;

(c) To recommend ways of informing the residents of the Town as to the programs, services, and assistance the Town affords and to solicit volunteers from the community to support Town programs;

(d) To promote the Town and community through greater awareness and participation;

(e) To seek funding and donations to support the volunteer program, all of which shall be used solely on the program; and

(f) To carry out such other functions as may be prescribed by the Council.

2-7.05 - Removal of members.

Members of the Volunteer Program Advisory Board may be removed, with or without cause, by a majority vote of the Council at any time.

2-7.06 - Gifts and donations.

The Town shall receive any gifts, donations, and bequests of materials, real property, or money on behalf of the Volunteer Program Advisory Board.
