18.30.010 Chapter application. The following specific regulations and the provisions of Chapter 18.40 shall apply in all 0-S districts. (Ord. 375 §10(part), 1977).

18.30.020 Classification. This district classification is intended to be applied to properties which are found most properly to be preserved in a natural state and/or to provide open space buffer areas restricted to recreational and conservation uses. (Ord. 375 §10(part), 1977).

18.30.030 Permitted uses. (a) Uses permitted without use permits:

(1) Measures to promote conservation of natural terrain and vegetation, and to reduce fire and erosion hazards;

(2) Riding and hiking trails, parks and picnic sites;

(3) Public riding stables, tennis and swimming facilities;

(4) Public utility watershed management operations;

(5) Uses which the town council determines, by written findings, are similar to

the above.

(b) Conditional uses requiring use permits: (1) Private nonprofit operations as above on public lands;

(2) Living quarters for caretakers or watchmen. (Ord. 375 §10(part), 1977).

Chapter 18.31

FLOODWAY (F) DISTRICT

18.31.010 Chapter application. The following specific regulations and the provisions of Chapter 18.40 shall apply in all F districts. (Ord. 375 §10(part), 1977).

18.31.020 Classification. This district classification is intended to be applied to lands which lie within stream or drainage channels and to adjacent areas which are periodically inundated, or which will be inundated by a design flood. The design flood shall be specifically defined for each particular F zone on the zone map. (Ord. 375 §10(part), 1977).

18.31.030 Permitted uses. (a) Uses permitted without a use permit:

(1) Recreational uses on open land;

(2) Flood control management facilities.

(b) Conditional uses requiring use permits: Water, sewer, roadway, bridge and other such facilities necessary for public health, safety and convenience. (Ord. 375 §10 (part), 1977).

SPECIAL BUILDING SITE (:B) DISTRICTS

18.32.010 Application. The special :B combining district classification is intended to be applied, in combination with R-1 districts, where existing land ownership patterns, existing character of development and the desirable future use of land indicates that lot sizes greater than the minimum specified for R-1 districts are proper and necessary to protect and preserve established and desired future character and values. 18.32.020 Classification. Wherever the :B district classification is combined with the R-1 district classification the following regulations shall apply in lieu of the similar regulations otherwise provided for R-1 districts. (Ord. 473 (part), 1989: prior code §10 108 (part)).

18.32.030 Lot area. Minimum lot area requirements are the number following the ":B" in any particular district symbol and shall represent the minimum lot area in thousands of square feet for the particular district, except that when the letter "A" follows the ":B" the minimum permitted area shall be one acre or when "5 A" follows the ":B" the minimum permitted area shall be five acres or when "10 A" follows the ":B" the minimum permitted area shall be ten acres. Any parcel legally created prior to December 14, 1989, shall be exempt from the requirements of this section and shall be governed by the zoning regulations operative December 14, 1989. 18.32.040 Parking. Minimum automobile parking regulations are as follows:

(1) In districts in which the minimum required lot area is between ten thousand square feet and twenty thousand square feet inclusive, there shall be provided space for the parking of not less than three automobiles on each lot, one of which spaces shall be enclosed in a permanent, roofed structure.

(2) In districts in which the minimum required lot area is greater than twenty thousand square feet, there shall be provided space for the parking of not less than four automobiles on each lot, two of which spaces shall be enclosed in a permanent, roofed structure.

(3) On those lots upon which residential second units are constructed, space for the parking of one additional automobile shall be provided as required in Section 18.42.060(a) of this code. (Ord. 578 §4, 2003; Ord. 473 (part), 1989: Ord. 355 §1(part), 1975; prior code §10 108 (part)).

18.32.050 Lot width, side yard requirements. Minimum lot widths and side yard in “:B” districts shall be as follows:

R-1:B-6 districts, width: 50 feet; side yards: 15 feet;
R-1:B-7.5 districts, width: 70 feet; side yards: 15 feet;
R-1:B-10 districts, width: 85 feet; side yards: 15 feet;
R-1:B-15 districts, width: 100 feet; side yards: 18 feet;
R-1:B-20 districts, width: 120 feet; side yards: 20 feet;
R-1:B-A districts, width: 150 feet; side yards: 25 feet;
R-1:B-5 A districts, width: 300 feet; side yards: 45 feet;
R-1:B-10 A districts, width: 300 feet; side yards: 50 feet.

18.32.060 Building coverage. Maximum building coverage requirements are as follows:

R-1:B-6 to R-1:B-10 district: Twenty percent; R-l:B-15 to R-1:B-A district: Fifteen percent; R-1:B-5 A to R-1:B-10 A district: Ten percent.

18.32.070 Floor area. Maximum floor area ratio requirements are as follows:

R-1:B-6 to R-1:B-10 district: Twenty percent; R-1:B-15 to R-1:B-A district: Fifteen percent; R-1:B-5 A to R-l:B-10 A district: Ten percent.

Chapter 18.36

SPECIAL CIVIC (CD) DISTRICTS

Sections:

18.36.010 Application. 18.36.020 CD district regulations.

18.36.010 Application. The special CD combining district classification is intended to be applied to properties adjacent to or in the vicinity of public properties and/or improvements which require the additional protection of this district classification to safeguard the public interest and investment in such properties and/or improvements. 18.36.020 CD district regulations. Wherever the CD district classification is combined with any other district classification the following additional regulations shall apply:

(1) Plans for all buildings and structures proposed to be erected, constructed or structurally altered shall, prior to the issuance of a building permit therefor, be submitted to the town council for approval;

(2) The town council shall inspect such plans and may approve them when it finds that the proposed buildings or structures are so designed and arranged that:

(A) They will contribute to an attractive and orderly development of the district,

(B) Ingress to and egress from the property is adequate,

(C) Off-street parking to be provided is adequate,

(D) The proposed development will not be detrimental to the public health, safety or welfare. (Prior code §10 109 (part)).

Chapter 18.37

SPECIAL OPEN (:0) DISTRICT

Sections:

18.37.010 Application. 18.37.020 :0 district regulations.

18.37.010 Application. This special district is intended to be applied in combination with general districts in cases where open space characteristics are found to require recognition and protection. (Ord. 375 §10(part), 1977).

18.37.020 :0 district regulations. Whenever the :0 district classification is combined with any other district classification, use permits shall be required for all uses permitted in the particular general district and shall be considered and conditioned in recognition of o[p] en space features and values. (Ord. 375 §10(part), 1977).

Chapter 18.38

SPECIAL HAZARD (:H) DISTRICT

18.38.010 Application. 18.38.020 :H district regulations. 18.38.030 Areas included--Map incorporated.

18.38.010 Application. This special district is intended to be applied in combination with general districts in cases where natural hazard conditions are found to require recognition in the interest of public health, safety and general welfare. (Ord. 375 §10(part), 1977).

18.38.020 :H district regulations. Whenever the :H district classification is combined with any other district classification, use permits shall be required for all uses permitted in the particular general district. Use permits which are approved shall be conditioned to recognize natural hazards related to land slope, erosion, soil stability, seismic action, wildfire, periodic inundation and other such features. (Ord. 375 §10(part), 1977).

18.38.030 Areas included--Map incorporation. (a) This special district shall include all areas designated as slope stability "3" or "4" or by the California Division of Mines and Geology in their special study for the county. These areas are defined as follows:

(1) Zone 3. Areas where the steepness of the slopes approaches the stability limits of the underlying geological materials. Some landslide deposits that appear to have relatively more stable positions than those classified within Zone 4 are also shown in this Zone 3.

(2) Zone 4. The least stable category. This includes most landslide deposits in upslope areas, whether presently active or not, and slopes on which there is substantial evidence of downslope creep of the surface materials. These areas should be considered naturally unstable, subject to potential failure even in the absence of man's activities and influences. Banks along deeply incised streams are also included in Zone 4.

(b) A map describing these areas and the approximate portions of parcels which they affect is on file with the town clerk and is incorporated herein and as a part of Section 18.08.030. Any application for a use permit under the terms of this district, or for the construction or extension of any road, structural addition of or to any structure and grading permit within an area designated "3" or "4" shall be subject to the same requirements as Chapter 18.39, regardless of the slope of that portion of the property so affected.
