5.04.010 - Findings.

It is the finding of the Council that the residents of the City have been exposed to unscrupulous and obnoxious schemes by reason of the activity of solicitors, canvassers, peddlers, and hawkers and similar persons, and that by reason of this a need exists necessitating that this chapter be adopted for the preservation of public peace, health and safety in the City.

5.04.020 - Nuisance declared when.

The practice of going in and about private residences in the City by salesmen, solicitors, peddlers, hawkers, canvassers, itinerant merchants and transient vendors of merchandise not having been requested or invited to do so by the owner or owners, occupant or occupants of said private residences for the purpose of demonstrating, displaying, exhibiting, making sittings, polls and surveys, auditions, or the like, or looking at or checking a house, structure, fixtures or appliances for repairs or betterments, or calling occupant or owner to the door by knocking on the door, ringing the doorbell or other means to deliver free samples or merchandise or advertising of a commercial nature, is declared to be a nuisance and punishable as such nuisance as a misdemeanor.

5.04.030 - Unrequested solicitation and peddling prohibited.

No salesman, solicitor, peddler, hawker, itinerant merchant or transient vendor of merchandise shall go in or about any private residences in the City for the purpose of soliciting orders for the sale of goods, wares and merchandise, magazines, services, or the like, or for the purpose of disposing of or peddling or hawking the same, unless such person shall first have been requested or invited to do so by the owner, occupant or person in lawful possession of such private residence.

5.04.040 - Unrequested demonstrations, examination or advertising prohibited.

5.04.050 - Violation—Penalty.

Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor, and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions is continued or permitted, and upon conviction of any such violation such person shall be punishable by a fine of not more than five hundred dollars or by imprisonment in the County Jail for a period not to exceed six months, or by both such fine and imprisonment. "Person" includes any person, firm, association, partnership, corporation, or company.
