13.08.010 - Well, water well, oil and gas wells defined.

"Well" or "water well," as used in this chapter, means any artificial excavation constructed by any method for the purpose of extracting water from or injecting water into the underground. "Oil and gas wells," as used in this chapter, means any artificial excavation constructed by any method for the purpose of extracting oil, gas or other hydrocarbon products from the underground.

13.08.020 - Cathodic protection well defined.

"Cathodic protection well," as used in this chapter, means any artificial excavation in excess of fifty feet constructed by any method for the purpose of installing equipment or facilities for the protection of electrical or metallic equipment contact with the ground, commonly referred to as cathodic protection.

13.08.030 - Oil production prohibited.

It is unlawful to erect, construct or place any derrick or other structure designed for use in boring for oil upon any part of the property within the boundaries of the City, nor shall any oil, natural gas, petroleum, asphaltum or hydrocarbon products or substances to be produced or extracted therefrom.

13.08.040 - Mineral extraction prohibited.

It is unlawful to conduct any mining operation or extract minerals or mineral substances from any part of the property within the boundaries of the City.

13.08.050 - Water and cathodic protection wells—Permit required.

It is unlawful to drill, construct or maintain or cause to be drilled, constructed or maintained water wells, tunnels or cathodic protection wells in the City, except with the written consent and approval of the City Council. Water wells or cathodic protection wells which are approved by the City Council shall be drilled, constructed, maintained, operated, abandoned and destroyed in accordance with the Water Code of the County of Los Angeles, as said water code now exists or may hereafter be amended.
