10.44.010 - License—Required.¶
No person shall operate a bicycle propelled wholly or in part by muscular power, upon any street of the city without first obtaining a license therefor.

10.44.020 - License—Issuance—Duration.¶
The city manager is authorized and directed to issue, upon written application therefor, bicycle licenses which shall be effective for the life of the bicycle for which issued, and will entitle the bicycle to be operated upon all the streets, exclusive of the sidewalks thereof, in the city.

10.44.030 - License—Fee.¶
The license fee to be paid for each bicycle shall be one dollar and shall be paid in advance. Licenses issued hereunder shall not be transferable from one bicycle to another. All license fees collected under this chapter shall be paid into the general fund of the city.

10.44.040 - License plates and registration cards—Issuance.¶
The city shall provide metallic license plates and/or seals, in the discretion of the city manager, together with registration cards. The licensing devices shall be numbered consecutively. The devices shall be suitable for attachment upon the frames of bicycles, and the same shall be attached to the frame of each bicycle, and shall issue a corresponding registration card to the owner thereof upon the payment of the license fee herein provided for. Such devices shall remain attached during the existence of such license. The city manager shall keep a record of the date of issue of each license, to whom issued, the number thereof and the description of the bicycle to which attached.

10.44.050 - Removing or altering plates prohibited.¶
No person shall wilfully or maliciously remove, destroy or alter the number on the frame of any bicycle licensed pursuant to this title. No person shall remove, destroy or alter any license plate, seal or registration card during the time in which such license plate, seal or registration card is operative; provided, however, that nothing in this title shall prohibit the city manager from stamping numbers on the frames of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purposes.

10.44.060 - Buying and selling—Reporting requirements.¶
All persons engaged in the business of buying secondhand bicycles are required to make a daily report to the chief of police, giving the name and address of the person from whom each bicycle is purchased, the description of each bicycle purchased, the frame number thereon, and the number of the licensing device found thereof, if any. All persons engaged in the business of selling new or secondhand bicycles are required to make a daily report to the chief of police, giving a list of all sales made by such dealers, which list shall include the name and address of each person to whom sold, the kind of bicycle sold, together with a description and frame number thereof, and the number of the licensing device attached thereto, if any.

10.44.070 - Seller's report required.¶
Every person who sells, or transfers ownership of any bicycle shall report such sale or transfer to the city manager and return the registration card issued to such person, together with the name and address of the person to whom the bicycle was sold or transferred, and such report shall be made and the registration card returned within ten days of the date of the sale or transfer. The purchaser or transferee of such bicycle shall apply for a transfer or registration therefor, within ten days of the sale or transfer, and a new registration card shall be issued to him.
