§ 6.28.010. License required.¶
Any person owning or operating any kennel or pet shop as defined in this title shall obtain a license therefor. Applications for license shall be on forms provided by the animal control director. The license period shall begin July 1st and end June 30th.

§ 6.28.020. License fees.¶
The fees for a commercial kennel or cattery, or for a pet shop, shall be determined and set by resolution of the Rio Vista city council. Payment of the required license fees shall entitle the commercial kennel or cattery licensee to maintain and operate 10 runs. For each additional run, an additional fee determined and set by resolution of the Rio Vista city council, shall be charged. The fee shall also entitle the licensee to five animal tags (licenses), to be issued in the name of the kennel.

§ 6.28.030. Confinement of dogs to premises.¶
All commercial kennels or other places where dogs are kept in the city for breeding, training, sale or other commercial purposes shall be so constructed as to prevent dogs confined therein from running at large off the premises where such kennel is maintained, and shall be maintained and operated and constructed in a sanitary and proper manner so that the same will not become a nuisance to the neighborhood thereof. Dogs may be removed from kennels for training or other treatment purposes; provided, that competent control and supervision is maintained over such dogs at all times.

§ 6.28.040. Exceptions to license fees.¶
The provisions of this chapter requiring the payment of an animal license fee shall not apply to an animal shelter maintained and operated under Title I, Division 2, Part 4 of the Corporations Code of the state.

§ 6.28.050. Kennel activities.¶
In a commercial kennel or cattery which is normally operated for profit, the activities allowed therein include keeping dogs and cats for the purpose of boarding, breeding, buying, selling, renting, exhibiting or training.

§ 6.28.060. Inspection certificate.¶
No kennel or pet shop license shall be issued until the animal control director shall have first issued a certificate that the same has been inspected and is operated in accordance with the laws of the state relating to animal control and the provisions of this title, and such certificate shall be presented to the county tax collector with the application for such license.

§ 6.28.070. Dog license required upon removal of dog from kennel or pet shop.¶
When a resident of the city purchases or otherwise acquires a dog from a kennel or pet shop, the resident shall forthwith apply for and obtain a dog license for such animal as required by this title.
