12.60.390 - Severability.¶
If any provisions, paragraph, word, section, subsection or article of this chapter is invalidated by any court of competent jurisdiction, the remaining provisions, paragraph, words, sections and other chapters shall not be affected and shall continue in full force and effect. The city council declares that it would have passed the ordinance codified in this chapter and each and every section, subsection, sentence, clause, portion, or phrase without regard to whether any other section, subsection, sentence, clause, portion or phrase of the ordinance codified in this chapter would be subsequently declared invalid or unconstitutional.

12.60.400 - Construction and application.¶
This chapter shall be construed to assure consistency with the requirements of the federal Clean Water Act and acts amendatory thereof or supplementary thereto, applicable implementing regulations, and the municipal NPDES permit, and any amendment, revision or reissuance thereof.
