§ 9-5.01. Adoption of the 2025 California Plumbing Code.¶
Pursuant to the provisions of Sections 50022.1 to 50022.10, inclusive, of the Government Code of the State and subject to the particular additions, deletions and amendments set forth in this chapter, the rules, regulations, provisions and conditions set forth in that certain Code entitled "2025 California Plumbing Code" including the Appendices A, B, C, D, G, H, I, J, K, L and M therein contained, promulgated and published by the International Association of Plumbing and Mechanical Officials of Ontario, California and the California Building Standards Commission, one full printed copy of which, printed as a code in book form were by the Council ordered filed and which have been filed in the office of the City Clerk, expressly incorporated herein and made a part hereof as fully and for all intents and purposes as set forth herein at length, are hereby established and adopted as the rules, regulations, and provisions and conditions to be observed and followed in the moving, removal, demolition, condemnation, maintenance and use of plumbing, house drainage, house sewers, sanitary sewers, cesspools, septic tanks, gas piping, gas water heater vents, swimming pools, and gas outlets for swimming pool heaters and related subjects, items and matters as set forth in said Code, within the City. Subject to the additions, deletions and amendments set forth in this chapter, said Code, with its said specified sections of Chapter 1, Division II, Chapters 2 through 17, and Appendices A, B, C, D, G, H, I, J, K, L and M is hereby established and adopted by reference, and the same shall be designated, known and referred to as the "Plumbing Code" of and for the City.

§ 9-5.02. Fees.¶
Section 104.5 is amended as follows:

Section 104.5.1 is amended to read as follows:

§ 9-5.02.1. Permit limitation.¶
Section 103.3.3 of said Chapter 1, Division II of the 2016 California Plumbing Code is hereby amended to read:
Section 103.3.3 Expiration.
Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 180 days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 180 days after the work is commenced. A valid permit one that is has a required inspection signed off within 180 days of last inspection. The Building Official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days and not exceeding two years for the first date of permit issuance. The extension shall be requested in writing and justifiable cause demonstrated Notwithstanding any provisions of this Code to the contrary, every permit issued by the Chief Building Official under the provisions of this Code shall expire by limitation and become null and void if the building or work authorized by such permit is not completed, in accordance with the provisions of this Code, within two years from the date of such permit. Before such work can be recommenced, a new permit shall be first obtained to do so, and the fee therefor shall be the amount required for a new permit for such work, provided (a) no changes have been made and/or will be made in the original plans and specifications for such work; (b) such suspension or abandonment has not exceeded one year; and (c) the building or work authorized by the new permit shall comply with the current code provisions in effect on the date of issuance of such permit.

§ 9-5.02.3. Plan review fees.¶

§ 9-5.03. Violations and penalties.¶
Section 106.3 is hereby amended to read as follows:

§ 9-5.04. Building sewers.¶
In new construction or when an existing building sewer is replaced, a six (6″) inch cleanout shall be installed on the sewer lateral at the property line and terminate at grade with an approved cover.

§ 9-5.05. Condominiums, treatment of utilities.¶
(a) Treatment of utility.
(1) Plumbing shut-off valves. Water supply lines to all plumbing fixtures within the project shall be fitted with shut-off valves. If there are extenuating circumstances which make the installation of such valves impracticable, a system shall be provided which includes one shut-off valve for each unit and for each other discrete plumbing subsystem within the project, such as a common laundry room.
(2) Drip pans. Clothes washers, dishwashers, hot water heaters, and any other appliance which the Chief Building Official determines to be a potential source of water leakage or flooding shall be installed with built-in drip pans and appropriate drains, subject to the approval of the Chief Building Official.
(3) Utility meters. Each utility which is controlled by and consumed within the individual unit shall be separately metered in such a way that the unit owner can be separately billed for its use. Each utility which is consumed within a common area other than an area designated for exclusive use by a single unit, shall be separately metered in such a way that the condominium association can be separately billed for its use.
(b) Isolation of vibration and sources of structure-borne noise in residential condominium projects where units have common walls and/or floors and ceilings.
(1) Location of plumbing and mechanical fixtures. No plumbing or mechanical fixture shall be located on a common wall between two separate units.
(2) Separation of vents and lines. No common water supply line, vent, or drain line shall be permitted for contiguous units unless there is at least eight and one-half (8-1/2′) feet of pipe between the closest plumbing fixtures within the separate units. The Chief Building Official may approve other methods of isolating sound transmission through plumbing lines where the effectiveness of such methods can be demonstrated.
(3) Isolation and insulation of lines. All water supply lines within the project shall be isolated from wood or metal framing with pipe isolators specifically manufactured for such purpose and approved by the Chief Building Official.
