§ 9-2.01. Building numbers and maps required.

(a) All buildings in the City shall be numbered and the numbers displayed thereon as provided in this chapter and designated by the Building Officer. The front entrances of buildings shall be numbered by placing upon or immediately above the door or gate of the entrance a number. Each figure of the number shall be at least two (2″) inches in height and of corresponding width and shall be placed against a contrasting background. All numbers shall be visible from the street.

(b) Where buildings are so arranged on a site as to make it infeasible to number and display as provided in subsection (a) of this section, a permanently affixed plaque map or other sign directory designating the number and location of the buildings shall be installed at a location or locations designated by the Building Officer. Such map or sign shall be durable and shall clearly show the location of the buildings and/or the assigned street addresses.

§ 9-2.02. Notices of building numbers.

The Building Officer shall notify the owner, occupant, lessee, tenant, or subtenant of a building by giving him or her a written notice stating the number to be placed upon the building. The person so notified, within 15 days after the receipt of such notice, shall provide and place, or cause to be provided and placed, a number upon such building in accordance with the notice from the Building Officer. All numbers other than the numbers provided for by this chapter shall be removed from each building by the owner, occupant, lessee, tenant, or subtenant thereof within 15 days after the service of the notice by the Building Officer designating the appropriate number for such building.

§ 9-2.03. Designation of numbers.

It shall be the duty of the Building Officer to designate the respective numbers for buildings fronting on streets. Such numbers shall be placed or entered upon a map to be kept on file in the official records of the City. Such map shall show the number given each lot or other parcel of property by the Building Officer. If there is no assigned number for a particular lot or other parcel of land upon which a building is erected, maintained, or occupied, a number shall be assigned by the Building Officer which shall be in conformance with the method used in designating the numbers on the street upon which such lot or parcel of land fronts, or adjacent streets, if necessary, to arrive at a systematic method of numbering to prevent confusion.

§ 9-2.04. Building numbering system.

The following shall be the respective starting points or dividing lines for numbers on buildings fronting on streets in the City:

(a) Streets running north and south. Emerald Street shall be the dividing line of streets running north and south, and all numbers of buildings on such streets, or portions thereof, north of Emerald Street shall be numbered south to north commencing immediately north of Emerald Street. All buildings on streets running north and south on those streets, or portions of streets, south of Emerald Street shall be numbered north to south commencing immediately south of Emerald Street.

(b) Streets running east and west. All east and west streets shall have as their starting point the Pacific Ocean strand or coastline. All streets shall have buildings and/or vacant lots numbered west to east in ascending order with the coastline or strand as the starting point.

(c) Extensions of neighboring cities' numbering systems. Wherever possible, streets which are the extensions of neighboring city streets shall have a street addressing system coinciding with such city's numbering system.

§ 9-2.05. Odd and even numbers.

The numbers on the northerly and westerly sides of the streets shall be odd numbers, commencing with the number 101, and the numbers on the southerly and easterly sides shall be even, commencing with number 100.

§ 9-2.06. Block defined.

A block, within the meaning of this chapter, shall be that portion of any street between two cross streets or between a cross street and an abutting street, or between two abutting streets. In cases of abutting streets, the prolonged center line of the abutting streets shall be the dividing line of the blocks; provided, however, all blocks exceeding 1,000 feet in length shall be considered as two blocks.

§ 9-2.07. Lot numbering system.

All lots or parcels of land with a frontage of fifteen (15′) feet or more shall be given a separate number.
