19.08.010: ANNUAL ALLOCATION:

"Annual allocation" means the four hundred (400) development allocations issued each calendar year within the city limits, along with the sewer or water service allotments made to not more than one hundred fifty (150) dwelling units outside the city limits in a calendar year. 19.08.020: APPLICANT:

"Applicant" means the owner, developer or authorized agent who applies for a development allocation for a particular property. (Ord. 1843 § 1(C), 1984: prior code art. 940)

19.08.030: CONSTRUCTION YEAR:

"Construction year" means a period of twelve (12) months, with the first such twelve (12) month period commencing January 1, 1979, and subsequent twelve (12) month periods beginning on the same date in each succeeding year. (Ord. 1843 § 1(E), 1984: prior code art. 940)

19.08.040: DEVELOPMENT ALLOCATION:

"Development allocation" means approval required after tentative subdivision map approval and as a condition precedent to obtaining a building permit for a dwelling unit. Each development allocation shall be assigned to a particular property. (Ord. 1843 § 1(A), 1984: prior code art. 940)

19.08.050: DWELLING:

"Dwelling" means a single-family residence, an apartment, or a mobilehome. (Ord. 1843 § 1(F), 1984: prior code art. 940)

19.08.060: DEVELOPMENT:

"Development" means any plan by a landowner or his authorized representative to construct or place five (5) or more dwelling units on a particular parcel of land within a particular area of the city. Each development needs an allocation equal to the number of dwelling units planned, unless expressly exempt. (Ord. 1843 § 1(G), 1984: prior code art. 940)

19.08.070: EXEMPT FROM ALLOCATION:

"Exempt from allocation" means:

A. A development consisting of four (4) or fewer single-family dwelling units;

B. The construction of a fourplex or a lesser number of multiple dwellings on a single lot which the owner, developer or agent did not create through the subdivision process;

C. The construction of a single-family home by an individual in a development in which the subdivider or his agent or contractor is constructing no more than four (4) dwelling units;

D. A residential development constructed pursuant to the authorization given in November 1978, by ballot measures B and S;

E. The construction of buildings to be used for industrial or commercial purposes. (Ord. 1843 § 1(D), 1984: prior code art. 940)

19.08.080: EXISTING DEVELOPMENT:

"Existing development" means land containing structures permitted by right of zone, including vacant land having a recorded subdivision or finalized application as defined in title 18, "Zoning Regulations", of this code, as amended. (Ord. 1843 § 1(H), 1984: prior code art. 940)

19.08.090: PARCEL:

"Parcel" means the specific area of a property proposed for a development allocation. (Ord. 1843 § 1(I), 1984: prior code art. 940)

19.08.100: PROJECT:

"Project" means any plan by a landowner or his authorized representative to construct or place five (5) or more dwelling units on a particular parcel of land that has been submitted for a development allocation during any one allocation review period. (Ord. 1843 § 1(J), 1984: prior code art. 940)
